About this file
This is a Contract Advertising Exemption Request and Non-Competitively Bid (NCB) Contract Justification from the California Department of Veterans Affairs for the Veterans Home of California - Yountville. The contract is for wound care vacuum services with KCI, Inc. to provide negative pressure wound care vacuum machines, including equipment rental, 24/7 technical support, training, maintenance, and warranty coverage. The contract term is July 1, 2016 through June 30, 2018. The services are specifically for higher acuity care at the Veterans Home facility.
The contract amount is $32,760.00 with KCI, Inc., located in San Antonio, TX. The justification for the non-competitive bid notes that during 2014/15, the facility had approximately 900 occasions when residents required assessment for skin and wound care conditions. The document emphasizes that wound vacs are essential for veteran health and safety, as negative outcomes such as functional clinical decline, loss of health, amputations and loss of life can occur without appropriate advanced negative pressure wound care treatment services. The transaction will not be financed and requires approvals from the Department, Agency, and Department of General Services levels.
