About this file

This is a Contract Advertising Exemption Request form submitted by the California Public Utilities Commission (CPUC) to the Department of General Services Procurement Division for Amendment 6 to contract 11PS5848 with Xerox State and Local Solutions, Inc. The amendment extends the California LifeLine Third Party Administrator (TPA) contract through May 31, 2017, and adds two subcontractors, ATOS and GMTS. The contract extension allows the Commission time to issue a Request for Proposal (RFP) for a prospective third-party administrator to perform program administration tasks mandated by State and Federal regulations.

The amendment increases the contract value by $6,851,182.94 (from $63,389,003.37 to $70,240,186.31) due to increased wireless volumes and activities. The addition of the two subcontractors will not result in any changes to the pricing/budget or scope of work. The contract is classified as a Non-IT Service and is being processed as a Non-Competitively Bid (NCB) contract. The California LifeLine program is a Federally and State mandated public assistance program that qualifies new applicants and verifies continued eligibility for approximately 2.2 Million California LifeLine participants.

Amendment 6 increases the value of the contract as a result of increased wireless volwnes and activities and extends the contract by one year through May 31, 2017 for continued use of the California LifeLine Third Party Administrator (TP A or Administrator). The contract extension would also allow the Commission time to issue a Request for Proposal (RFP) ensuring that the prospective third-party administrator for the California LifeLine Program will be able to perform the tasks needed to administer the program as mandated by the State and Federal regulations, In addition, this amendment adds two subcontractors, ATOS and GMTS. The addition of these two subcontractors, however, would not result in any changes in the pricing/budget and scope of work as indicated in the current contract.
