About this file

This is a Non-Competitively Bid (NCB) Contract Justification form submitted by the State Treasurer's Office of California's Centralized Treasury and Securities Management Division for IT services with Infiniti Consulting Group. The contract is for service, maintenance, and training of a customized software program and database that has been in use by the State Treasurer's Office for 30 years, with a contract term from 5/1/15 to 6/30/17 consisting of an initial 6-month term plus one 6-month option to extend. The services will be provided at a monthly rate of $11,000 for IT services and system maintenance.

The contract has an original amount of $154,000 with an amendment amount of $132,000, bringing the new contract total to $286,000. The justification for this non-competitive bid stems from the dissolution of the original vendor, Scorpio Systems International Inc., who developed and maintained the proprietary Securities Management Integrated Data System. Following the death of Scorpio's President in December 2014 and the company's dissolution in January 2015, the STO exercised its right to use the source code to continue operations until a replacement system could be obtained. The transaction will not be financed, and no work has commenced or goods been acquired at the time of filing.
