About this file
This is a Contract Advertising Exemption Request and Non-Competitively Bid Contract Justification from the California Air Resources Board (ARB) to the Department of General Services Procurement Division for a contract with the Board of Trustees of the Leland Stanford Junior University. The contract is for developing a California-specific life-cycle model for natural gas systems, focusing on calculating emissions from extraction to transmission/storage and distribution processes based on key California-specific inputs. The contract period runs from June 30, 2016 to June 29, 2018.
The contract amount is $150,000 for non-IT/telecom related services. The justification for non-competitive bidding stems from Stanford University's existing intellectual property rights to the Oil Production Greenhouse Gas Estimator (OPGEE) tool, which ARB previously contracted Stanford to develop in 2010. The new methane emissions model will be integrated as a module within OPGEE, utilizing the same modeling parameters. This work supports ARB's mandate to develop strategies for reducing short-lived climate pollutants and complies with Assembly Bill 1496's requirements for conducting life-cycle greenhouse gas emission analysis of natural gas produced and imported into California.

EXEMPTION JUSTIFICATION (Attach additional sheets if necessary)
Air Resources Board (ARB) was tasked with developing a strategy to reduce emissions from short-lived climate pollutants (SLCP) by January 1, 2016. In addition, Assembly Bill (AB) 1496 directs the California Air Resources Board (ARB) to consult with federal and state agencies, independent scientific expe11s, and any other appropriate entities to gather or acquire the necessary information for the purpose of canying out a life cycle greenhouse gas emission analysis of natural gas produced and imported into the state using the best available and cost-effective scientific and technical methods. A comprehensive analysis of the sources and magnitude of methane emissions in the system that supplies natural gas to California, from extraction to transmission and distribution, would infonn ARB programs such as the SLCP Strategy, the Low Carbon Fuel Standard, and the Greenhouse Gas (GHG) Emissions Standards for Crude Oil and Natural Gas Operations.
Currently the US EPA national inventory is used to estimate methane emissions in California's nan1ral gas system. Recent studies have indicated there may be discrepancies between actual emissions and estimated emissions in comparable source categories in the EPA national inventory. A California specific life cycle (LCA) model for natural gas systems, capable of calculating emissions from intermediate processes and based on key California specific inputs, is a necessary tool in the implementation and development of GHG reduction programs.
In 2010 ARB contracted with Stanford University to create modeling for estimating life-cycle-emissions from crude oil, Stanford's tool is named Oil Production Greenhouse Gas Estimator (OPGEE). This tool is considered to be the Intellectual Prope11y of Stanford University and while it is posted on a public website and is considered an open-source application, pennission is required to change the coding involved with the tool. The new model to estimate methane emissions will be a separate module within OPGEE and will utilize the same modeling parameters.
