About this file

This document is a Contract Advertising Exemption Request submitted by the California Department of Veterans Affairs (CalVet) to the Department of General Services (DGS) for a non-competitive bid (NCB) contract with Rehab Practice Management, LLC. The contract is for therapy services for the Veterans Home in Fresno, California. CalVet is seeking to extend the contract term and add additional funding of $40,000 to cover the extended period from July 1, 2015 to June 30, 2016. The exemption is necessary because CalVet is in the process of awarding multiple home/multiple service/multiple contract awards for all eight Veterans Homes, and the primary, secondary, and tertiary contractors do not have providers readily available to begin services immediately. CalVet needs to maintain therapy services to maintain its Skilled Nursing Facility license, so the NCB extension is the best option.

The total contract amount is $40,000 for the one-year term. This is a sole source contract with Rehab Practice Management, LLC, located in Tampa, Florida. CalVet is required to meet Disabled Veteran Business Enterprise (DVBE) participation goals, even though the contract is exempt from advertising. The exemption is approved by the DGS to allow CalVet to continue providing necessary therapy services during the transition to the new multiple award contracts.

EXEMPTION JUSTIFICATION (Attach additional sheets if necessary)

CalVel is seeking approval of this NCB to extend the term end date and add funding to cover the additional term. CalVet is in the process of awarding multiple home/multiple service/multiple contract awards for all eight Veterans Hornes. During the award process it was discovered that the primary, secondary, and tertiary contractors do not have providers readily available. The Contractors require additional time in order to recruit, train, and perform live scan and background checks on each provider, which could take up to six weeks.

Because CalVet is required to have therapy services to maintain its Skilled Nursing Facility license, it immediately contacted the DGS/OLS attorney to discuss the issue and DGS agreed that an NCB to extend the current contract would be the best option.
