About this file

This document is a State of California Department of General Services Procurement Division Contract Advertising Exemption Request for a non-competitively bid (NCB) contract. The California Department of Veterans Affairs (CalVet) is seeking to extend the term and add funding to a contract with Sharp Chula Vista Medical Center for therapy services at the Veterans Home in Chula Vista. The current contract was set to expire on 12/31/15, but CalVet is requesting an extension to 6/30/16 and an additional $141,396 in funding due to delays in awarding new contracts for all eight Veterans Homes. CalVet needs to maintain therapy services to keep the Skilled Nursing Facility licensed, so this NCB extension is necessary.

The original contract amount was $60,000. CalVet is the sole agency involved, and the services are provided at the Veterans Home located in Chula Vista, California. There are no set-asides or other special pricing terms mentioned. This appears to be an extension of an existing contract with the incumbent provider, Sharp Chula Vista Medical Center, to ensure continued therapy services while CalVet completes the process of awarding new contracts for all Veterans Homes.

EXEMPTION JUSTIFICATION (Attach additional sheets if necessary)

Cal Yet is seeking approval of this NCB to extend the term end date from 12/31/15 to 6/30/16 and add funding in the amount of $141,396.00 to cover the additional term. CalVet is in the process of awarding multiple home/multiple service/multiple contract awards for all eight Veterans Homes. During the award process it was discovered that the primary, secondary, and tertiary contractors do not have providers readily available. The Contractors require additional time in order to recruit, train, and perform live scan and background checks on each provider, which could take up to six weeks.

Because CalVet is required to have therapy services to maintain its Skilled Nursing Facility license, it immediately contacted the DGS/OLS attorney to discuss the issue and DGS agreed that an NCB to extend the cul1'ent contract would be the best option.
