About this file

This document is a Contract Advertising Exemption Request for the California Department of Fish and Wildlife (CDFW) to extend a non-competitively bid contract with Kearns and West, Inc. for facilitation services in support of developing the California Wolf Plan. The contract amendment will extend the end date from November 30, 2015 to August 31, 2016, an increase of 9 months. The facilitation services support constructive dialogue between groups with diverse and opposing positions to enable the effective development of the California Wolf Plan. The completion of the project has experienced unexpected delays, and the confirmed presence of a wolf pack in California has heightened the need for internal/legal review of the draft plan, requiring extended time for public review and addressing a likely increase in public comments.

The contract amount is $123,452.80 with no amendment amount. This is a non-IT/telecom related service. An exemption from advertising in the California State Contracts Register is not an exemption from Disabled Veteran Business Enterprise (DVBE) participation goal attainment. The contract is for the Sacramento County and Sacramento City jurisdictions.

EXEMPTION JUSTIFICATION (Attach additional sheets if necessary)

Amendment 2 will extend the end tetm date from November 30, 2015 to August 31, 2016 (and increase of nine (9) months).

The Contractor shall provide facilitation services in support ofCDFW developing the California Wolf Plan. Facilitation services refers to a service wherein the facilitator supports constructive and open dialogue between groups with diverse and at time diametrically opposed positions, all the while remaining neutral, not expressing or advocating any one point of view; enables the group to work effectively towards achieving a common goal.

The completion of the project has experienced unexpected delays. That combined with the confirmed presence of a wolf pack in California has heightened the need for internal/legal review of the draft California Wolf Plan. CDFW anticipates extended time for public review of the document and likely increase in volume of public comments that will need to be reviewed and consolidated by the Contractor. This amendment ,vill give all parties involved ample time to develop the California Wolf Plan.
