About this file

This document is a State of California General Services Procurement Division Contract Advertising Exemption Request submitted by the California Department of Water Resources (DWR). DWR is seeking to enter into a 3-year, $300,000 contract with the Water Education Foundation (WEF), a non-profit organization, to provide professional development programs for K-12 educators on topics such as floodplain ecology, climate change, water conservation, and groundwater. The contract is exempt from advertising in the California State Contracts Register as WEF is the only California coordinator for the proprietary Project WET curriculum, which is aligned with the state's Education and the Environment Initiative.

The contract exemption is justified as WEF's workshops promote awareness, appreciation, knowledge, and stewardship of California's complex water resources. As the sole provider of this specialized water education curriculum, WEF is uniquely qualified to support the state's efforts to inform educators and the public about water delivery, flood control, climate, groundwater, drought, and conservation issues. There is no DVBE participation requirement for this non-competitively bid contract.
