About this file
This document is a State of California General Services Procurement Division Contract Advertising Exemption Request for a non-competitive bid (NCB) contract. The California Science Center is seeking to convert the control system for the Body Works Theater, a theatrical presentation involving a complex system of animatronics, pneumatic and hydraulic interaction, and lighting effects. The exhibit, which is 17 years old, requires the conversion from an outdated laser disc format to a solid state digital system to sustain long-term operation. The contract is being awarded to Gilderfluke & Co., a company that has experience performing similar conversions for theme park and museum attractions, as well as familiarity with the original programming of the Body Works Theater exhibit. The contract amount is $45,511.35 and the contract period is upon approval through 2 months.
The exemption from advertising in the California State Contracts Register is due to the unique and specialized nature of the work required, which necessitates a contractor with direct experience and familiarity with the specific exhibit. Gilderfluke & Co. is the sole source capable of performing this conversion in a seamless manner without risk of damage to the complex system. There are no set-asides or incumbents, and the funding source is the California Science Center.

EXEMPTION JUSTIFICATION (Attach additional sheets if necessaty)
This critical public exhibit is a theatrical presentation involving a highly complex system of animatronics, pneumatic and hydraulic interaction, as well as complicated lighting effects, all operating under a central electronic control system. It is a unique one of a kind exhibit with the principal feature being Tess, a 60' long animatronic female, and was designed and built exclusively for the California Science Center. As the exhibit is 17 years old, its control system now requires a conversion from an outdated laser disc format to solid state digital in order to sustain long term operation moving forward. It is imperative that the Contractor selected to perform this operation be both of the following:
l ) One who has pe1formed this specific operation to attractions in theme park or interactive museum environments that are similar in size and complexity to the Body Works Theater.
2) One who has direct familiarity with the original construction and programming of the Body Works Theater animat.ronics.
In employing the use of electronic companies that do not possess both of these attributes we run a high risk of an unsuccessful conversion which could cause irreparable damage and potential loss of data to the complex system and result in thousands of dollars of c01Tective action and additional repairs.
Gilderfluke is a company that has pe1formed this same conversion process with theme parks such as Universal Studios and popular attractions such as Disney's Haunted Mansion. In addition, they have programmers on staff who, while working for other companies at the time, were deeply involved in the initial programming of Tess and the Body Works Theater. Gilderfluke is the only company capable of performing this complicated and delicate conversion in a smooth and seamless manner and therefore is our sole source option.
