About this file
This document is a State of California General Services Procurement Division Contract Advertising Exemption Request submitted by First 5 California. It seeks an exemption from advertising a non-competitively bid contract with the American Institutes for Research (AIR) to co-fund a Transitional Kindergarten (TK) study. The study will measure the outcomes of the implementation of the Kindergarten Readiness Act (AB 1381) and provide nine specific reports requested by the Commission. The overall cost of the study is estimated at $7.6 million, with First 5 California contributing $1,670,000. AIR was previously selected through a competitive RFP process by the Heising-Simons Foundation and the David and Lucile Packard Foundation in 2012 to conduct this study, as they have relevant experience in early education.
The justification for the non-competitive bid is that First 5 California is participating as a secondary funder rather than the lead funder. The information from the TK study reports will help guide policymakers, educators, and legislators, as well as shape how First 5 California can be most effective in educating children ages 0-5 in California. This is a non-competitive bid contract, and no bids will be accepted. The contract period is upon DGS approval through February 28, 2017.

EXEMPTION JUSTIFICATION (Attach additional sheets if necessary)
Because First 5 California is participating as a secondary funder (not the lead funder) in this Transitional Kindergarten (TK) study, First 5 California must contribute to the study by means of a Non-Competitive Bid (NCB). The Contractor had already been selected by two private funders. In 2012, the Heising-Simons Foundation and the David and Lucile Packard Foundation conducted a competitive RFP process to begin a study on the outcomes of Transitional Kindergarten (TK) implementation in California. Four bidders (SRI, Mathematica, RAND and AIR) submitted bids that were within $6,300 from lowest to highest. The two top candidates were selected for an interview and AIR was ultimately chosen for their past experience in the field of early education, as well as the balance that they showed in their proposal between cost and a design that enabled them to answer key research questions with rigor. The overall cost of this study is estimated at $7 .6 million.
The two private Foundations were responding in a timely manner to a large shift in California's education policy created by the Kindergarten Readiness Act of2010 (SB 1381). Beginning in 2012, the law changed the kindergarten age cutoff from late Fall to early Fall and established a new grade level: Transitional Kindergarten (TK), which is the first year of a two-year kindergarten experience for students born between September 2 and December 2. When fully implemented, TK may provide an additional year of early education to 120,000 California children each year. This study addresses how TK supports students' learning, development, and readiness for kindergarten.
No other finn or agency has this TK data at this point in time. Future studies will most likely look to the data already collected by AIR regarding TK implementation. The information contained in these reports, regarding the impact ofTK on California's children, will help guide policy makers, educators and legislators as well as shape how First 5 California can be most effective in the education of children ages 0 through 5 years of age.
