About this file

This document is a California Department of General Services Procurement Division Contract Advertising Exemption Request for a Non-Competitively Bid (NCB) contract. The contract is between the California Department of Corrections and Rehabilitation (CDCR)/Correctional Health Care Services Division and Joint Commission Resources (JCR) to provide gap analysis and accreditation survey services in accordance with Joint Commission standards. The contract period is upon approval through June 30, 2016 and the contract amount is $75,000. An exemption from advertising in the California State Contracts Register is requested due to JCR's unique position as the official educator and publisher of the Joint Commission standards, as well as their close relationship with the Joint Commission, which provides them with expert-level expertise on the Joint Commission standards and survey methodology.

The justification explains that JCR is the only known single vendor with the capacity to conduct a mock survey and gap analysis encompassing all the accreditation programs under consideration by CDCR, as CDCR is unsure which combination of Joint Commission standards will apply to its institutions. As the Joint Commission's preferred resource for education and training, JCR has the most up-to-date information about the Joint Commission survey methodology and its practical application, making them the best positioned to prepare CDCR for accreditation by the Joint Commission.

EXEMPTION JUSTIFICATION (Attach additional sheets if necessary)

The Joint Commission Resources (JCR), is the official educator and publisher of the Joint Commission standards, and is uniquely positioned to assess the CDCR's readiness for Ambulatory Care, Behavioral Health, and other applicable Joint Commission accreditation programs. The JCR is the only affiliate of the Joint Commission (JC), and the ultimate goal of CDCR is to be accredited by the JC.

The NCB with JCR is necessary due to the level of subject matter expertise that is needed to perform this service.

JCR has a close relationship with the Joint Commission, with ready access to the most recent changes in accreditation standards and interpretations of those standards. JCR is the Joint Cmrunission's prefcffed resource for education and training on all available accreditation programs, and thus has expert-level expertise on the Joint Commission standards.

JCR is the only known single vendor that has the capacity to conduct a mock survey and gap analysis encompassing all the accreditation programs under consideration. The CDCR is not sure which combination of Joint Commission standards will apply to our institutions (there arc four different accreditation types being discussed now).

JCR possesses the most up-to-date information about the Joint Commission survey methodology and its practical application. As a preferred resource to Joint Commission, JCR also conducts mock surveys regularly and are very experienced in the process. The JCR gets us closest to what we would experience during a Joint Commission accreditation survey without having the Joint Commission actually do the survey.
