Performance Work Statement Navigation Response Branch R/V Bay Hydro II Hull and Ancillary Systems Repairs
NC-NJ5000-23-00613
1.0 BACKGROUND
The National Oceanic and Atmospheric Administration’s Office of Coast Survey, Navigation Response Branch requires engineering support and repair services for the 57’ NOAA/OCS Research Vessel BAY HYDRO II, NOAA Hull Number S5401. The general specifications of the S5401 are as follows:
· Length 57 ft
· Draft 5.5 ft
· Beam 20.8 ft
· Displacement 30.1 long tons
| There is pitting in the hull of the portside tank space that exceeds allowable thresholds. The portside tank space houses one of the vessel’s air conditioner compressor units. Copper ions in condensate from the condenser coils is thought to be part of the cause for the observed pitting. |
| GENERAL REQUIREMENTS |
The contractor shall provide all necessary vessel haul-out equipment, boatyard storage, supplies, equipment, labor and engineering support to perform the services.
Work is to be accomplished at the Contractor’s facility. NOAA will deliver the vessel to the Contractor’s facility, and redelivery will also be at the Contractor’s facility.
Coordination of the work schedules will be the responsibility of the Contractor to avoid any delays or disruptions in order to meet the performance period. The Contractor will provide all facilities, labor, materials, tools, and services required to complete the work UNLESS exceptions are noted in the specified tasks below. Where parts are replaced, the Contractor will use OEM parts in all cases.
Upon arrival at the Contractor’s facility the contractor will accept full responsibility for the safety of the vessel, including but not limited to fire protection, security patrols, water-tight integrity, and protection from adverse environmental conditions, etc. This responsibility will terminate only after all work defined herein (or added during the work period) is complete, accepted by NOAA, and NOAA personnel remove the vessel from the Contractor’s facility.
NOAA employees may be working on board the vessel during the contract performance period on a not to interfere basis.
The Contractor shall ensure that all machinery and equipment used to haul the boat out of the water is fully functional, suitable for the task, rated for loads at least 20% greater than the maximum weight of the vessel, and operated by trained, competent personnel. A docking plan for the vessel is provided.
All work performed will meet or exceed all current requirements of ABYC and USCG (Subchapter T) as applicable to this size and type of vessel, in addition to any specific requirements stated below. All federal, state, and local laws and regulations shall be observed while completing this work.
All welding required as part of the tasks defined below shall be performed by certified welders working in accordance with approved welding procedures. Certifications and approvals by USCG, ABS, or another nationally recognized authority are acceptable, and copies of these certifications shall be presented to the TPOC before work begins. Any new plate used during the course of this contract shall be 5083-H116 aluminum and any extruded support structure shall be 6061-T6 or 6063-T52 aluminum alloy. Weld filler shall be 5356 or 5183. Weld throat widths shall equal the original welds. After welding, remove all smoke, soot, and oxides with a wire brush, and deburr all sharp edges.
The contractor shall select materials and fasteners to minimize reactions with the aluminum hull structure of the vessel. There shall be no brass or copper fittings or hardware in direct contact with the aluminum hull structure of the vessel. When use of dissimilar metals is required, the contractor shall isolate the dissimilar metals by using bedding compounds or other techniques standard to the industry. All parts and materials provided by the contractor shall be new.
All work performed on the vessel shall be accomplished as described below unless alternatives have been presented to NOAA in writing during the solicitation phase and approved. Any work that does not adhere to the descriptions below shall be redone at the Contractors expense within the defined period of performance.
In the event defects or damage unrelated to the work tasks defined below are discovered, the Contractor will submit a Condition Found Report (CFR) to the COR. The CFR will define the problem found, the corrective actions needed, and the cost for that work.
The Government reserves the right to award some or all deliverables defined herein. Additional work may only be added via a fully executed contract modification. Any additional work addressed in a contract modification may not begin before the contract modification is fully executed.
2.0 DELIVERABLES
01] - Haul, block, clean, store, launch Remove the vessel from the water. Pressure-wash the entire hull from sheer line to keel removing all dirt, grime, and marine growth. As the vessel is a catamaran, clean all surfaces within the tunnel. Clean all fittings below waterline, including propulsion components, struts, stern tubes, rudders, foils, fins, through-hulls, etc. Clean transducers with a non-metallic brush, taking care not to mar the emitting surface in any way.
Block the vessel in a level attitude with the keels 36” minimum off the ground in accordance with the provided docking plan (see provided As-built drawings provided in PDF format). Inspect the hull, coatings, and all attachments and report any damage or discrepancies to the NOAA COR and TPOC in writing.
As completion of all work done on the hard nears an end, notify the TPOC of intent to launch the vessel at least 24 hrs in advance. TPOC will conduct a pre-launch walk-through of the vessel. At completion of the TPOC walk-through, launch the vessel, inspect all compartments for leaks, and secure it dockside. Provide notification to the TPOC 24 hours before anticipated readiness to perform required inspections and testing. Required inspections and testing are listed in Section 3 of this document.
2] Crop the hull section under the portside tank space Remove the bottom paint system from the perimeter of the area to be cropped.
Crop out 6 sq ft of wasted ¼” aluminum plate. Area to be cropped out is 51” long starting at the bottom ½” keel plate original weld and up 16”. Repair extends beyond the forward engine room bulkhead 6” into the port engine room and 45” forward of the engine room bulkhead into the port tank space.
Provide a fire control plan that outlines the Contractor’s ability to handle any fire or emergency without the use of any NOAA vessel systems. This shall include fire watch procedures. All hot work shall be approved 24 hours in advance by the TPOC or his designated representative. All spaces designated for hot work shall be certified to be safe for hot work by an independent marine chemist.
Weld in new ¼” aluminum plating. Welds will be made on both sides of the material, back gouged to clean metal, and full penetration. Insert pieces will be 3” radius at all corners with the exception of the insert intersecting to the ½” keel plate. Seams will be positioned between 4” and 6” of structural members, and all edge seams will be aligned parallel or perpendicular to the hull centerline. Welds of new plate to existing structure will match those already in place. Remove all smoke, soot, weld splatter, oxides, and sharp edges. Dye penetration test the butt welds. Notify the TPOC of all areas that failed the test (if any) so the area(s) can be documented. After notifying the TPOC of failed welds, remove the dye from the affected area(s) and correct the welds. Again, remove all smoke, soot, weld splatter, oxides, and sharp edges and repeat the dye penetration test in the affected areas. Repeat as necessary until all welds have passed the dye penetration test.
3] - Hull preparation and paint Prep the new hull plating and the area surrounding the new plating per the paint manufacturer’s recommendations. Create a profile in the antifouling layers of paint over approximately 6 inches of additional area to expose the epoxy primer layers and facilitate feathering in the new epoxy primer coats and antifouling coats of paint once new metal has been welded into place. Bottom paint system shall consist of four primer layers of Interlux InterProtect 2000E, color gray; and three layers of Interlux Pacifica Black antifouling paint. Apply in accordance with the manufacturer’s application specifications, observing the recoat intervals based on surface temperature. Take wet film thickness measurements during application and dry film thicknesses after the final barrier coat and final antifouling coats to ensure proper coating thicknesses have been achieved.
For the rest of the vessel’s underwater hull, prepare the surfaces and apply 2 coats of Interlux Pacifica Black antifouling paint in accordance with the manufacturer’s application specifications.
3.0 TESTING AND INSPECTIONS
All deliverables shall be tested or inspected on or before the end of the period of performance. Correct identified deficiencies associated with the work performed (if any).
· Deliverable 01] Verify that the hull and underwater surfaces are free of dirt, grime, and marine growth.
· Deliverable 05] Inspect welds for voids. Verify that weld throats equal the original welds. Verify that all smoke, soot, weld splatter, oxides, and sharp edges have been removed.
· Deliverables 06] Inspect painted surfaces for areas of bubbling, incomplete coverage, poor adhesion, or damp paint. Verify appropriate dry film thickness has been achieved.
