About this file

This document is Solicitation Addendum 1 for the North Carolina Department of Transportation (NCDOT) Request for Proposals (RFP) 54-PR14549-TB for the DMV Administrative Hearings Management System. The addendum, dated April 11, 2025, updates security specifications and provides responses to vendor questions, with proposals due on April 16, 2025, at 12:00 PM ET. The addendum includes detailed security requirements for Maximum Tolerable Downtime (MTD) and Recovery Point Objective (RPO), both set at four hours, and outlines incident response policy specifications for vendors.

The vendor questions and state responses reveal key details about the project's technological environment, including existing integrations with payment gateways, print and mail services, document generation tools, and e-signature solutions like DocuSign. The state utilizes RESTful services and Azure DevOps in limited capacity, and currently has no Salesforce platform solutions. Notably, the project managers declined requests to extend the proposal deadline, emphasizing the urgency of the procurement. Hearings payments will be collected through multiple channels, including the myNCDMV portal, and the state is not planning separate solicitations for Organizational Change Management or Project Management Office services at this time.
