About this file
This document is a Justification and Approval (J&A) for a sole source award to N2IA Technologies LLC, a HUBZone small business, for NBIS Strategic Support services. The award, valued at $4,258,205.50, was made on a sole source basis under the authority of FAR 19.1306 as the Contracting Officer determined that there was not a reasonable expectation of receiving offers from two or more HUBZone small businesses. N2IA has previously supported cloud migration efforts for the Army PEO EIS and the USAF Cloud One office, demonstrating relevant technical expertise. The Contracting Officer has determined the pricing is fair and reasonable, and that barriers to future competition will be assessed for any additional requirements. The Defense Counterintelligence and Security Agency (DCSA) is the procuring agency for this effort.

For three years, N2IA has supported the Army PEO EIS ERP Cloud Migration doing work that is similar in scope and scale to what DCSA requires. In particular, under contract W52P1J22C0050, N2IA developed and indoctrinated cloud FinOps expertise within the PEO, provided acquisition, cost analysis and contracting support, business processing reengineering and strategy and training support services. In addition, the USAF Cloud One office recently hired N2IA to do an independent technical study on cloud FinOps based on their expertise in this relatively new field under contract

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.
The NBIS Program Office stays well-informed about the latest developments in cloud IT services technology and the related industrial base. This includes a thorough understanding of the technologies that various companies are focusing on and their technical capabilities. NBIS Program Office representatives keep this knowledge current through regular reviews of industry publications, attendance at cloud IT symposia and conferences, and periodic visits to industry facilities for briefings on companies' cloud service capabilities. Based on its expertise, NBIS has concluded that, at present, only NI2 Technologies, Inc. possesses the necessary knowledge and technical capability to deliver the required cloud IT services. A synopsis of this planned contract has not been published. In accordance with FAR 5.202(a)(4), a synopsis is not required when the contract action is expressly authorized or required by statute […] or from a specific source […].
7. Determination of Fair and Reasonable Cost.
The Contracting Officer has determined the anticipated cost to the Government of the supplies/services covered by this Justification and Approval will be fair and reasonable. Other than certified cost or pricing data will be obtained as required.
8. Actions to Remove Barriers to Future Competition.
This is a one-time purchase. If another requirement for the services listed in Paragraph 3 emerges, the NBIS PMO will assess whether a competition for future requirements is feasible.
