About this file
This Statement of Work details requirements for telephone time-of-day service at NIST's Radio Station WWV in Fort Collins, CO. The contractor must operate and support a Lumen-provided 3MB CCEIA circuit distributed via multiplexer to 24 telephone lines, enabling the public to dial (303) 499-7111 to hear time announcements from WWV radio broadcasts.
The period of performance is 12 months from January 10, 2025 to January 9, 2026. Key technical requirements include configuring the 24 lines as a hunt group, maintaining one-way path delays under 30ms (desired) or 100ms (minimum), and ensuring proper interface with NIST-provided phone line couplers. The contractor must provide service during regular business hours (Monday-Friday, 7:00 AM to 3:30 PM Mountain Time). Payment terms are net-30 with 100% payment after successful installation, testing, and demonstration of the system. No partial shipments or invoices are accepted without prior approval. Government will provide air-conditioned rack space and necessary access/badges for contractor personnel at the restricted NIST campus.

STATEMENT OF WORK
Title: TELEPHONE TIME OF DAY PHONE SERVICE
I. BACKGROUND INFORMATION
The National Institute of Standards and Technology (NIST) provides a time-of-day service by making audio from the WWV radio broadcast available via telephone. Users dial (303)) 499-7111 to hear the time of day announcement. NIST has provided this service since July of 1971.
II. PURPOSE
The NIST Time and Frequency Division telephone time-of-day service has been operating reliably over the last several years and is approaching the end of the last option year of the existing contract. The purpose of the new contract is to facilitate the continuation of the NIST time-of-day service, which is beneficial to the public as the service provides time-of-day and other information to over a thousand callers daily.
PLACE OF PERFORMANCE
Radio Station WWV 5703 North Highway 1, Fort Collins, CO 80524
Regular Business Hours. Regular business hours are Monday through Friday, 7:00 am to 3:30 pm Mountain Time, excluding Federal holidays and NIST closures.
PERIOD OF PERFORMANCE
12 months from 10 Jan 2025 to 09 Jan 2026
III. SPECIFIC REQUIREMENTS TASKS
Task 1 – Continued Operation and Support of Lumen Telcom Circuit 29KXGS494534
1.1 The contractor shall Continue operating and supporting the Lumen-provided 3 MB CCEIA circuit, which is distributed via a Lumen-provided multiplexer to 24 telephone lines made available on a 66 block at Radio Station WWV, 5703 North Highway 1, Fort Collins, CO, 80524.
Task 2 – Ensure the Circuit meets the following specifications
1. TECHNICAL SPECIFICATIONS:
a) The 24 telephone lines are configured sequentially as a hunt group so that dialing the first number in the group automatically connects to the first non-busy line in the group. It is also possible to dial one of the other numbers directly, and the connection is made directly to that number in this situation. A user who dials the number of the hunt group receives a busy signal if and only if all 24 lines are off-hook. A user who dials one of the other numbers in the hunt group may receive a busy signal if that line is off-hook even if other lines are available. The initial first number in the group can be arbitrary, but it will be changed to 303-499-7111 once NIST has satisfactorily tested the circuit and NIST-supplied equipment, which is estimated to take three months. The requirements are:
i) The 3 MB CCEIA circuit is to be provided over existing CenturyLink-owned fiber optic cable.
ii) Gateway provided and configured for minimal delay in VOIP performance. Far-end disconnect signaling on all lines.
iii) Call ring voltage and far end disconnect signaling on all lines.
b) Desired specifications
i) One-way path delay on a local call (including modems and all switching hardware) < 30ms.
ii) Variation in the one-way path delay from second to second in the same call: < 5ms.
iii) Variation in the one-way path delay from one call to the next one: <15ms.
c) Minimum specifications
i) One-way path delay on a local call (including modems and all switching hardware):
< 100 ms
ii) Variation in the one-way path delay from second to second in the same call <10 ms RMS
iii) Variation in the one-way path delay from one call to the next one: < 50 ms RMS
d) TECHNICAL CONSIDERATIONS
i) The 24 lines will interface with NIST-provided commercially available FCC-registered phone line couplers with ring detect, auto answer, and auto disconnect upon CPC far-end disconnect signaling.
ii) The 24-line circuit will provide NIST telephone time-of-day users with WWV broadcast audio.
IV. GENERAL REQUIREMENTS
