About this file
This is a Statement of Requirements for a Wire-Pull Tester with Tweezer Attachment, contract number NB687000-26-02180, issued by the National Institute of Standards and Technology (NIST).
NIST's Physical Measurements Laboratory, Applied Physics Division, Quantum Microcalorimeter Group requires a new West Bond 70PTE Wire Pull Tester, "E" Series, with A-1 Tweezer Feature for use in testing and removing wirebonds on flight hardware for NASA's Athena X-ray astronomy satellite mission. The unit must be a new (not prototype, demonstration model, or refurbished) benchtop system featuring a binocular microscope with 10x eyepieces, LED Twin Array illuminator, z-tool range of at least 9/16" with 0.002" encoder resolution, test force range minimum of 100 grams with 0.1 g or better force resolution and +/– 0.2 g or better accuracy, test range of at least 1/8" depth with 360° rotation, ESD protection, and a single-lever, dual-counterbalanced micromanipulator with 8:1 motion-reduction ratio for both the pull hook and swap-in tweezer attachment. The contractor must provide installation and user manuals including utility requirements, supply a one-year warranty on all parts, and assume responsibility for all travel expenses. The unit must be crated, prepped for shipment, and ready within four weeks after receipt of order (ARO), with NIST arranging and paying for shipment to 325 Broadway, Boulder, Colorado 80305 via UPS or FedEx. NIST has a planned acceptance-testing period of seven business days following receipt of the shipped unit.

Statement of Requirements Wire-Pull Tester with Tweezer Attachment
NB687000-26-02180
1. Background Information:
The NIST, Physical Measurements Laboratory, Applied Physics Division, Quantum Microcalorimeter Group (QMG) is contracted by NASA to provide flight hardware for the Athena X-ray-astronomy satellite mission. As part of this work, the QMG will be wirebonding to flight parts. The team needs to be able to measure the pull strength of the wirebonds and also needs to be able to remove wirebonds in a highly controlled way.
This purchase is for a dual-use benchtop unit: a manual wirebond-pull tester that also has a swap-in tweezer attachment to remove wirebonds. The new unit will be sited in the QMG’s new “flight lab” that is being commissioned to handle, test, and store Athena flight parts.
To support its general mission to assemble and test detector and readout hardware, the QMG already operates and maintains a fleet of wirebonders (to apply wirebonds) and diebonders with tweezers (to remove wirebonds) that are all made by the same manufacturer. Wirebond-pull testers share many operating features with wirebonders and diebonders, and are built from many of the same types of mechanical, optical, and electronic components.
2. Scope of Work:
a. Objectives:
The goal of this purchase is to supply a dual-use benchtop system: a manual wirebond-pull tester that also has a tweezer attachment to remove wirebonds.
b. General:
