About this file
This document is a Requirements and Specifications file for an Optical Spectrum Analyzer (OSA) issued by the National Institute of Standards and Technology (NIST) Physical Measurements Lab/Applied Physics Division. The requirement is for a single OSA with detailed technical specifications, including a wavelength range of 600-1750 nm, wavelength resolution better than 0.05 nm, wavelength accuracy of +/-0.3 pm, and a measurement dynamic range of 50 dB. Additional requirements include RS232 and GPIB ports for remote control, a built-in calibration light source, capability to accept single-mode and multimode optical fibers, and an FC/PC fiber input.
The procurement is currently in a sources sought stage, with NIST seeking market research to determine potential vendors. The acquisition is assigned NAICS code 334515 with a small business size standard of 750 employees. If at least two qualified small businesses are identified, the procurement will be set aside for small businesses. Vendors are requested to submit four-page capability statements detailing company information, manufacturing origin, product specifications, lead times, and other relevant details. Delivery, installation, and training are expected to be completed within 16 weeks after receipt of order, with government acceptance anticipated to take 14 business days.

TITLE: Optical Spectrum Analyzer Requesting Lab/Division/Group: Physical Measurements Lab/Applied Physics Division/Sources and Detectors Group
NB686010-25-01360
General Statement of Need The NIST Sources and Detectors Group requires an optical spectrum analyzer (OSA) for visible to near-IR wavelength range to characterize the emission spectrum of free-space and fiber-coupled lasers used in laser power and energy meter calibrations. The OSA needs to have wavelength coverage of 350 – 1100 nm. We require the OSA to accept multimode fibers with upto 800 um fiber core size at the optical input port of the instrument. The acceptable OSA system needs to have a measurement noise floor of better than – 75 dBm and a measurement dynamic range equal to or better than 60 dB. The acceptable OSA unit also needs to achieve actual wavelength resolution of better than 30 pm across the specified wavelength range.
