About this file

This is a Requirements/Specification Document for the procurement of a High-Frequency Dual-Channel Signal Synthesizer by the National Institute of Standards and Technology (NIST) Communications Technology Laboratory, Spectrum Technology and Research Division, Shared Spectrum Metrology Group (675.03). The procurement involves three items: (1) one Stable and Phase Coherent Two-channel RF Synthesizer with phase coherency between channels; (2) one Synthesizer Enhancement Options Packet with high-frequency and high-power capabilities; and (3) one Instrumentation Rack Mount compatible with standard scientific racks. The synthesizer must operate from 50 MHz minimum to 40 GHz minimum, deliver maximum output power of at least 13 dBm across the frequency range, and meet stringent single-sideband phase noise specifications ranging from -154 dBc/Hz at 50 MHz to -100 dBc/Hz at 40 GHz (all at 10 dBm output power with 1 MHz offset). Additional requirements include low harmonics and non-harmonics spurs specifications, USB and GPIB communication interface ports, and compatibility with standard scientific racks.

Delivery shall be completed no later than 15 weeks after release of order to NIST-Boulder, Mail Stop 675.03, 325 Broadway, Boulder, Colorado 80305. The procurement includes electronic media deliverables (software and electronic manuals), on-site inspection and acceptance within 7 business days, and extended warranty coverage including labor and parts for 1 year on the RF Synthesizer and 3 years on the Synthesizer Enhancement Options Packet and Instrumentation Rack Mount. Vendor requirements mandate possession of an Export Control Classification Number (ECCN) and an active Unique Entity Identification Number (UEI) registered on SAM.gov at time of award. No training, installation, calibration, maintenance, or government-furnished material requirements are specified.

Requirements / Specification Document

TITLE: High-Frequency Dual-Channel Signal Synthesizer

Requesting Laboratory / Division / Group:

Communications Technology Laboratory Spectrum Technology and Research Division Shared Spectrum Metrology Group (675.03)

General Statement of Need:

Accurate noise characterization is critical for amplifiers and transistors. A new wide band millimeter wave (mmWave) digital correlator measuring noise parameters based on a wave model was recently developed that covers 4 GHz segment of the Ka band. Ka band has been primarily used for high-capacity satellite communications, 5G/6G networks, and radar applications. It provides wide bandwidth supporting high-speed data transfer and allowing compact receivers. To down convert the mmWave signal, the key item is a stand-alone, high-performance and stable radio-frequency dual-channel (or multi-channel) signal synthesizer providing both precision magnitude and coherent phase as the local oscillators.
