About this file

This document outlines the ordering procedures for awarding task orders under a National Institute of Standards and Technology (NIST) indefinite delivery/indefinite quantity (IDIQ) contract. When task orders are to be issued, the Government will forward a Request for Quotation (RFQ) package to the Contractor via email that includes the statement of work with attachments, due date for quotations, and the period of performance for required services. All quotations must be submitted via email by the specified due date and time, with contractors agreeing to be bound by their email submission as if it were an original signature.

Contractor responses must include two components: a technical quotation describing the proposed strategy and approach to perform the work and complete deliverables, and a price quotation detailing all costs based on proposed Contract Line-Item Numbers (CLINs), hours, and firm-fixed-price hourly rates established in the base IDIQ contract. The Government will evaluate quotations through the Contract Specialist, Contracting Officer's Representative (COR), and authorized NIST Technical Personnel to ensure proposed CLINs and hours reasonably reflect task order requirements and that pricing is consistent with technical proposals and negotiated base contract rates. The Government may enter discussions with the Contractor and request revised quotations. Upon completion of evaluation, the Contracting Officer may issue a task order as a firm fixed price (FFP) type order using Standard Form 1449. Work commences upon receipt of an executed task order.

Ordering Procedures:

This section sets forth procedures and criteria that will be used to award task orders against this indefinite delivery/indefinite quantity (IDIQ) contract.

A request for quotation (RFQ) package will be forwarded to the Contractor. The following documents will be included in the request for quotation package at a minimum:

1. The statement of work and all associated attachments;

2. The due date for quotations; and

3. The period of performance for the required services.

Written RFQ packages will be sent, via e-mail, to the Contractor. RFQs will identify a due date & time for quotes. Quotations must be submitted via email. When submitting an e-mail response, the Contractor agrees to be bound by the originator of the e-mail the same as if submitted under an original signature.

Technical Quotation

The Contractor shall submit a technical summary of the work to be performed. The Contractor shall discuss the proposed strategy or strategies that will be utilized to perform the required work and complete the required deliverables.

Price Quotation

The quotation shall include all costs necessary to complete the required work based on the proposed IDIQ Contract line-item number (CLIN) selections, proposed hours, and firm-fixed-price hourly rates set forth in the IDIQ contract.

The quotation shall be reviewed by the Contract Specialist, the Contracting Officer’s Representative (COR), and/or other authorized NIST Technical Personnel. If it is determined to be in the best interest of the Government, the Contract Specialist and/or the Contracting Officer will enter discussion with the Contractor. If discussions are conducted, a revised quotation will be requested. The revised quotation will be re-evaluated by the Government. The proposed CLINs and proposed number of hours will be evaluated to ensure they realistically and reasonably reflect the requirements of the task order statements of work and to ensure that the price quotation is consistent with the technical quotation and the negotiated rates in the base contract.

Upon completion of evaluation, the Contracting Officer may issue a task order.

Upon receipt of an executed task order, the Contractor shall commence work as required by that order.

Task orders under this contract shall be firm fixed price (FFP) type task orders utilizing Standard Form 1449.
