General Statement of Need:
The desired item is a fabricated wafer of fused silica, with conductive traces applied to the top and bottom, and conductive vias fabricated through the fused-silica wafer.

Fused silica material with low loss (loss tangent < 0.0005 at 10 GHz)
Material thickness, between 100 µm (micron) and 300 µm.
Conductive layer (redistribution layer, RDL), patterned on both sides of wafer. Minimum trace size, smaller than 20 µm (20 micron). Minimum spacing, smaller than 20 µm.
Conductive material: copper, gold, or immersion-gold plating (e.g. ENIG, ENIPIG).
Conductive vias fabricated through the fused-silica wafer (Through-glass via, TGV). Maximum outer diameter: 100 um.
