STATEMENT OF WORK
NB6710001802385
TITLE: Long Term Evolution Evolved Node B for Band 14 and Band 2 LAB REQUESTING ITEM(S): Communications Technology Laboratory (CTL), Public Safety Communications Research (PSCR) Laboratory
I. BACKGROUND INFORMATION
The PSCR program conducts research, development, testing, and evaluation to foster nationwide interoperability and advanced communications and operations technology for the nation’s public safety community. To pursue this research, PSCR is in need of a Long-Term Evolution (LTE) evolved packet system (EPS) to be used in a laboratory setting. The EPS consists of two major functional segments; the evolved packet core (EPC) and the radio access network (RAN). This action concerns acquiring an eNodeB for the RAN. The eNodeB will be compliant with current third generation partnership project (3GPP) specifications.
II. SCOPE
The RAN eNodeB requires many specialized hardware and associated software units. The contractor shall install all hardware and software at a cell site. The eNodeB shall interface with the laboratory EPC and be able to perform intra and inter hand-overs operation. As this application is for a laboratory environment, there is no requirement for antennas. PSCR will provide space in the laboratory, servers running virtual machines, network connections, 19” racks for mounting equipment, AC power (120/208V, 60Hz), DC power (-48V), and climate control. Because of the requirement for the eNodeB to be compatible and operate with the PSCR lab EPC, the contractor shall deliver an LTE eNodeB with the components listed in Section V, Deliverables, of this Statement of Work.
III. SPECIFICATIONS
A. The contractor shall deliver the eNodeB with the following features:
1. IP Data (IPv4 and IPv6)
2. VoLTE (Voice over LTE)
3. QoS, Priority and Preemption (Rel 10 or later) – The eNodeB shall support quality of service, bearer prioritization, and bearer preemption per release 10 3GPP standards
4. Security – The eNodeB shall meet security requirements of release 10 or later 3GPP standards
5. SON (Self Optimizing Networks) – The eNodeB shall support performing self-optimization
6. Access Class Barring –The eNodeB shall support Access Class Barring
7. CoMP (Coordinated Multipoint) – The eNodeB shall support CoMP
8. eICIC (Enhanced Intercell Interference Coordination) – The eNodeB shall support eICIC
9. Identity Management (ICAM & Network Access) – The eNodeB shall support Identity
Management (ICAM & Network Access)
B. The contractor shall deliver the eNodeB which meets the following requirements:
1. The eNodeB shall be able to support four simultaneous APNs per UE
2. The eNodeB shall be able to support eight simultaneous bearers per UE with each bearer having its own defined QCI and ARP
3. The eNodeB shall support all Radio Resource Control (RRC) establishment causes defined by 3GPP standards
4. The eNodeB shall have method(s) to store configurations
5. Documentation shall contain all information necessary to configure and operate the eNodeB
6. The eNodeB shall meet all release 10 or later 3GPP security standards
7. eNodeB security features shall be included in the product
8. eNodeB shall support 3GPP release 10 or later
9. The eNodeB shall be able to support eight simultaneous APNs
10. Hyper Text Transfer Protocol Secure (HTTPS) Transport Layer Security (TLS) 1.2 support shall be available on all web interfaces
11. Each component shall include an efficient user interface that will allow PSCR to configure, operate and maintain the component
12. Each component shall provide the ability to debug issues when they occur
13. Counters, events and key performance indicators (KPIs) shall be provided to assist in debugging
C. The contractor shall deliver support as follows:
1. Initial deployment services
2. Hardware and software support shall be provided for one (1) base year plus four (4)
1-year options
a. Support shall include training and debugging
b. All software updates available from the vendor for the duration of the support contract
c. Telephone and email support contacts shall be provided
d. Support shall be available during PSCR business hours 8 a.m. to 5 p.m. Monday through Friday.
3. Annual software licenses shall be provided for one (1) base year plus four (4) 1-year option periods.
IV. PERIOD OF PERFORMANCE
Hardware and software will be delivered no later than thirty (30) days after receipt of order (ARO). The period of performance for the hardware warranty and the software licenses shall be one (1) year after acceptance of order plus four subsequent 1-year option periods.
