TITLE: Highly Mobile and Integrated LTE System

LAB REQUESTING SERVICE: Communications Technology Laboratory (CTL), Public Safety Communications Research (PSCR) Division

I. BACKGROUND INFORMATION

The PSCR division provides research, development, testing, and evaluation to foster nationwide communications for the public safety community. Broadband deployable systems are an essential component for providing coverage to Next Generation First Responders under the Nationwide Public Safety Broadband Network. Especially for urgent and emergency situations, availability of deployable systems is a critical need for remote areas where complete coverage is not feasible, areas with extreme congestion due to large-scale events or incidents, and areas where installed resources are compromised.

II. DESCRIPTION

The contractor shall provide one (1) highly mobile, integrated Long Term Evolution (LTE) Deployable System (DS) with the core being a band-14 LTE system that is secured against unauthorized users. The DS shall be comprised of a complete LTE system, a firewall unit, routers, switches, a land-mobile radio (LMR) interface unit, and a network attached storage (NAS). The LTE system should be made ready for LTE unlicensed bands technologies such as MulteFire. The DS must be able to provide critical voice and data communication capabilities for the first responders as well as the capability to be integrated and interoperable with other network elements such as firewall, switches and routers, applications and data depositories, and backhaul connection to the internet.

General physical features of the DS are:

1. Highly mobile.

2. Modular.

3. Quick assembly and disassembly.

4. Compact.

III. SPECIFICATIONS

The contractor shall provide a DS that meets the following specifications:

1. Operating Frequency: Public safety band 14.

2. Cellular Technology: LTE shall be ready to be re-configured for LTE unlicensed band technologies.

3. Operating Downlink (DL) Band: 758-768 MHz (10 MHz bandwidth).

4. Operating Uplink (UL) Band: 788-798 MHz (10 MHz bandwidth).

5. Unit Type: Modular.

6. Modular Dimension: 7.4 inches x 6.5 inches x 2 inches (an individual module can be smaller or larger than this modular dimension as long as all the modules fit within the system dimension specification).

7. System Dimension: Entire DS shall fit inside airline carry-on bag dimensions, 22 inches x 14 inches x 9 inches.

8. System Rack / Container Dimension: All system modules including the LTE system shall fit into a single standard industry 19-inch rack as well as a separate container each 19 inches x 14 inches x 9 inches.

9. Weight: Total system weight up to 40 lbs.

10. The vendor shall provide a container and a rack to hold the LTE system and all modules.

11. Operating Power: Alternating current (AC) and direct current (DC) capable.

12. Operating Temperature: -20C to at least+40C.

13. LTE System: Shall have the following attributes –

1) Complete band-14 LTE system including, but not limited to, multiple-input multiple output (MIMO) evolved node B (eNB), 5 Watts per port, evolved packet core (EPC) with policy and Charging Rule Function (PCRF), internet protocol multimedia sybsystem (IMS), and voice over LTE (VoLTE).

2) Capable of operating by itself or integrating with other network systems.

3) Wireless Fidelity (WIFI) modem for 802.11 access point.

4) Software defined or manual switch for on/off/standby operation.

5) Minimum 32 simultaneous sessions.

6) Military-Standard (MIL-STD)-810G compliant.

7) Two antennas shall be included for the MIMO operation.

14. Multi Home Subscriber Server (HSS) Management: Ability to quickly add a user profile and load it into another HSS.

15. Configuration Management: Ability to quickly change configuration profile to a pre-loaded configuration.

16. Other System Modules: Firewall, router/switch, Land Mobile Radio (LMR) interface unit. All modules shall have ethernet ports for inter-system connections.

17. NAS: Solid state drive (SSD) 32 TB.

18. Operational: Easy to use and operational within 5 minutes or less after power on.

19. Features and Support: Session Initiation Protocol (SIP) and VoLTE, Mission Critical

Voice Push To Talk (MCVPT), Mission Critical Data and Video.

20. User Interface: Graphical User Interface (GUI) Web/Management application system accessible for configuration setting and maintenance.

21. Subscriber Identification Module (SIM) Cards: Thirty-two (32) micro-SIM cards provisioned for the LTE system.

22. Software: Operating system (OS) shall be VMware ESXi.

23. The contractor shall provide a perpetual license for operating system software.

24. 3rd Generation Partnership Project (3GPP) compliance: Release 10 or later.

IV. WARRANTY/MAINTENANCE

Three (3) years warranty.

One-year maintenance is required on hardware and software to include upgrades and technical support. When service is required, the contractor will be contacted. Hardware and/or software may be sent back to the contractor for repair or the contractor may travel to NIST to perform the service.

DELIVERY

The contractor shall deliver hardware and software and initiate the warranty/maintenance no later than sixty (60) days after receipt of order (ARO).

V. PLACE OF PERFORMANCE

Annual maintenance, upgrades, and support will be performed via phone, website, email, and on-site at NIST, Boulder, CO.

VI. ACCEPTANCE/INSPECTION

Prior to acceptance and final payment, PSCR personnel will perform basic measurement and performance tests to ensure that the requirements have been met.
