About this file
This Statement of Work (SOW) details instrument service requirements for an Agilent LC-MS/MS system located at the National Institute of Standards and Technology (NIST) in Boulder, Colorado. The Applied Chemicals and Materials Division requires comprehensive maintenance services for a complex liquid chromatography-tandem mass spectrometry system with multiple modules, including high-speed pumps, multisamplers, thermostats, detectors, and associated equipment. The contract specifies one annual preventive maintenance visit, unlimited emergency repair visits, and includes all original equipment manufacturer (OEM) consumable and replacement parts, with service engineer labor and travel costs incorporated into the contract price.
The contract has a base year from July 21, 2025 to July 20, 2026, with an option for an additional year through July 20, 2027. Contractor personnel must be US citizens with at least two years of experience on Agilent instruments, be fluent in instrument operations, and comply with NIST campus security requirements. The service includes unlimited remote technical support, a 90-day warranty on all labor and parts, and allows NIST to conduct quality assurance testing within five working days of any maintenance or repair visit. The solicitation is structured as a market research tool to identify potential service providers, with consideration for small business set-aside opportunities under NAICS code 811210 with a $34M small business size standard.

TITLE: Instrument Service for Agilent LC-MS/MS
LAB REQUESTING SERVICE: Material Measurement Laboratory, Applied Chemicals and Materials Division
I. BACKGROUND
The Applied Chemicals and Materials Division (ACMD) develops measurement science, standards, data, and measurement services to support new breathalyzers for forensic toxicology and clinical diagnosis. This includes the determination of “breathprints” consisting of organic molecules with breath concentrations ranging from parts-per-billion (ppb) to parts-per-trillion (ppt). To support this mission, ACMD utilizes LC- MS/MS (liquid chromatography - tandem mass spectrometry) comprising the following modules:
Agilent 1290 Infinity II High Speed Pump (S/N: DEBA205687) Agilent 1290 Infinity II Multisampler (S/N: DEBAQ03745) Agilent Upgrade InfinityLab Sample Thermostat (S/N: DEBBP34104) Agilent 1290 Infinity II Multicolumn Thermostat (S/N: DEBAZ06494) Agilent1290 Infinity II Diode Array Detector FS (S/N: DEBAV03873) MS40 RotaryVane Pumps LCMS Version (S/N: IT21285057) Agilent Jet Stream Compact CNI (S/N: SG21279008) Agilent QQQ LC/MSD - 6470B (S/N: SG2138G206)
II. SCOPE OF WORK
ACMD requires instrument service for an owned Agilent LC-MS/MS, located at the National Institute of Standards and Technology (NIST), 325 Broadway, Boulder, CO 80305. The instrument service must include all modules listed above. The Contractor shall provide the following services:
• One (1) on-site preventive maintenance visit for each 12-month period of the contract. The contractor shall contact the NIST Technical Point of Contact (TPOC) at least 10 business days prior to the proposed date of the visit.
• OEM consumable parts required for preventive maintenance are included in contract price.
• Unlimited on-site emergency repair visits.
• OEM parts required for repair are included in contract price.
• OEM consumable parts required for repair are included in contract price.
• Cost for service engineer labor and travel are included in contract price.
• Replacement of any part/module/instrument that cannot be repaired.
• Unlimited remote technical support for hardware/software issues.
SERVICE REPORT
For each service call for on-site maintenance or repairs, the Contractor shall submit a service report to the TPOC that includes the following:
• Service date.
• Model number(s).
• Serial number(s).
• Description of service(s) performed.
• Name and quantity of any parts that were repaired.
• Name and quantity of any parts that were replaced.
• Diagnostic test results or narrative summary demonstrating that the instrument is meeting the performance standards.
• Any additional comments or recommendations.
• Printed name and signature of service engineer or technician.
• Signature block for TPOC to accept the services rendered.
WARRANTY
All labor, replacement parts and components provided by the Contractor are guaranteed for a period of ninety (90) days from the service visit completion date.
CONTRACTOR’S MINIMUM QUALIFICATIONS
