About this file
This Statement of Requirements (SOR) solicits a high-performance Optical Coherence Tomography (OCT) system for the Applied Chemicals and Materials Division at the National Institute of Standards and Technology (NIST) in Boulder, CO. The required OCT system must meet specific technical specifications, including a swept source laser, better than 10 µm axial resolution in water, better than 15 µm lateral resolution, 10 mm measurement depth, faster than 50 kHz A-scan rate, motorized reference arm, adjustable detector gain, auxiliary port interface, and sensitivity better than 100 dB.
The procurement involves delivering one analytical instrument within 60 days of award, with a 90-day total performance period. NIST will handle installation, and no training is required. The document emphasizes safety compliance, security protocols for campus access, and vehicle registration requirements for contractor employees. While this is a sources sought notice not a formal solicitation, NIST is conducting market research to potentially set aside the procurement for small businesses if at least two qualified small businesses can fulfill the requirements under NAICS code 334516 with a small business size standard of 1,000 employees.

STATEMENT OF REQUIREMENTS
NB647050-25-02249
TITLE: Optical Coherence Tomography system
I. BACKGROUND INFORMATION
Applied Chemicals and Materials Division is involved in the development of high resolution bioprinting of hydrogels for organs on a chip, synthetic organs and tissue scaffolds. The work focuses on the geometry and properties of printed devices and layers at the high spatial resolutions relevant to end use applications.
To characterize these materials, a number of microscopic methods including nanoindentation, atomic force microscopy, laser scanning confocal microscopy and optical coherence tomography (OCT) are used. OCT has proven effective in our research to characterize layer geometry ex situ and in situ to the printing process, while also characterizing full 3D parts.
Our existing OCT system exhibits high spatial resolution and high speed; however, it trades off depth of focus and total field of view. The capability to acquire larger field of view scans and eventually incorporate elastographic imaging of complete devices is needed to achieve mission goals.
II. SCOPE OF WORK
The Contractor shall provide one (1) OCT system that meets the following minimum technical requirements. The Contractor shall install the instrument and provide training as described below.
III. SPECIFICATIONS
System Requirements:
• Shall use a swept source laser
• Shall have better than 10 µm axial resolution in water
• Shall provide objective to achieve better than 15 µm lateral resolution in water
• Shall have equal or better than 10 mm measurement depth in water
• Shall have a measurement speed faster than 50 kHz A-scan rate
• Shall have a motorized reference arm
• Shall have an adjustable detector gain
• Shall have auxiliary port interface
• Shall have sensitivity better than 100 dB
Installation:
NIST shall perform installation
Warranty:
The Contractor shall provide, at a minimum, a one year warranty for the equipment. The warranty shall cover all parts, labor. The warranty shall commence upon delivery.
Training:
No training required
IV. PERIOD OF PERFORMANCE
The period of performance shall be 90 days from award of this requirement.
V. PLACE OF PERFORMANCE
All work shall be completed at the Contractor’s facility. Performance shall occur at NIST in Boulder, CO.
VI. GOVERNMENT FURNISHED PROPERTY
[List any if applicable, otherwise delete paragraph. This only applies for real property that is being provided to a contractor. For example, supplying a vacuum chamber for parts to be installed; modification of a piece of equipment; or equipment that is sent to an off-site repair facility.]
VII. DELIVERABLES
Description Quantity Due Date
Analytical instrument One (1) 60 days after award of this requirement.
Installation of the analytical instrument Once N/A
Operations and maintenance manual for the analytical instrument One (1) 60 days after award of this requirement Training of NIST personnel at NIST, Gaithersburg, MD Once N/A
VIII. GENERAL INFORMATION
Safety: The Contractor employee shall be responsible for knowing and complying with commercial installation safety prevention regulations. Such regulations include, but are not limited to, general safety, fire prevention, and waste disposal.
Security: NIST is a restricted campus. An identification badge is required for access for entry into buildings and also is shown to the armed Security Police when entering the campus.
Identification Badges: Contractor employees shall comply with NIST identification and access requirements. The Contractor shall provide the name and citizenship information of employees for on-site visits to the NIST SME prior to arrival. The SME will submit the name(s) and citizenship information to the NIST Office of Security in order for a given Contractor employee to enter the NIST campus. The Contractor employee is responsible for absences due to missing or expired identification and access documents. Each Contractor employee shall wear a visible identification badge provided by the NIST Security Office.
Vehicle Registration: All Contractor employees must register their vehicles with the NIST Security Office to gain access to the campus. A valid driver’s license, Government-furnished civilian ID (which in most cases can be a valid driver's license), proof of insurance and current registration must be presented to the NIST Security Office.
