STATEMENT OF WORK
Title: Galvanostat / Potentiostat System
NB647020-25-02205
I. BACKGROUND INFORMATION
A Galvanostat/Potentiostat system is needed for electrochemical measurements. This work ties to the NIST Mission of helping US Industry through corrosion measurements of metals used in wildfire-fighting aircraft that carry fire retardants. This is an area of national need, as fighting fires by air with use of safe and effective retardants is increasing as the US population increases. NIST is working in collaboration with the US Forest Service to evaluate new fire-retardant formulations, which can save the public both money and lives, by having open competition and increasingly safe and effective fire retardants which do not adversely affect the aircraft used to fight wildfires.
Therefore, corrosion measurements of metals used in aircraft in various candidate fire retardants are required. Examples of needed measurements are relative electronegativity of different aluminum alloys and steels to determine the most effective pairs for testing; determining whether the addition of an applied electric potential will appropriate accelerate corrosion tests to enhance through-put.
II. PURPOSE
The Contractor shall provide one (1) Galvanostat/Potentiostat system to include:
1. Chassis/Interface
2. Power supply and cord if not part of Chassis/Interface
3. Corrosion Cell Kit(s)
4. Platinum Counter Electrode
III. SPECIFIC REQUIREMENTS
1. The system will be computer controlled with software that is specifically integrated with the hardware.
2. Connection to computer must be by USB, not over a network.
3. Hardware must be capable of Potentiostat control and Galvanostat control.
4. Four (4) or more measuring channels.
5. Chassis and/or power systems, if necessary, must be included.
6. Simultaneous measurement of current and voltage (per installed channel) must be available.
7. Voltage range must be at least +/- 10 V.
8. Resolution (or noise limit) on voltage must 50 µV or better.
9. System must include platinum (standard) counter electrode, corrosion set-up (glass cell including ports for electrodes, O-rings for ports, sample holder, other accessories may be included).
10. Software must be compatible with Windows.
11. Software must have capabilities for voltammetry, DC corrosion, and electrochemical impedance spectroscopy.
12. Corrosion systems with heating capabilities will be given preference.
IV. GENERAL REQUIREMENTS
Delivery:
Delivery shall be to NIST Boulder and take place one (1) month from award. Deliver to Mailstop 647.02 in Building 2; Attention: May Martin.
Installation:
All hardware will be delivered to NIST-Boulder. NIST staff will perform the necessary integration with a NIST-owned computer. Software will be provided to NIST via a download link or physical media with the hardware.
Inspection & Acceptance In addition to the inspection and acceptance terms articulated in the specific FAR clause, the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense.
NIST staff will perform the installation of software and integration with the hardware. NIST staff will follow the manufacturers’ guidelines to perform the integration and verify that all components are integrated correctly. NIST will initialize and calibrate the system and report any errors.
NIST may choose at its discretion to forego this part of acceptance testing.
A visual inspection of the equipment will be performed by the NIST POC to identify surface defects or any form of indication that any equipment was damaged during transport to NIST. The Government shall have sole discretion to require repair or replacement of damaged and/or nonconforming supplies at no cost to the Government. The Government at any time prior to acceptance shall reject the equipment due to defects and/or nonconformance. The vendor is responsible for latent defects discovered any time during warranty period. However, the extent of its liability shall be prorated over the useful life of the equipment.
Ownership of the equipment shall transfer to NIST upon acceptance by the Government.
The Government will test, inspect, and accept or reject the equipment within ten (10) business days of the receipt of the equipment unless otherwise indicated above. The Government reserves the right to conduct quality assurance testing to confirm that a given instrument(s) meets the manufacturer’s and/or the Government’s performance specifications. It is anticipated that the equipment will meet all manufacturer’s specifications and/or the Government’s performance specifications identified in the most recent operations and maintenance manual for each piece of equipment and/or in this document.
Warranty:
Two-year warranty on power supply and electronic parts.
Training:
None needed.
V. PERIOD OF PERFORMANCE
The period of performance shall be thirty (30) days after award of this requirement.
VI. PLACE OF PERFORMANCE
All work shall be completed at the Contractor’s facility. Installation of the instrument shall be accomplished by NIST at the NIST facility in Boulder, Colorado.
