About this file

This is a Presolicitation Notice/Notice of Intent to Sole Source issued by the National Institute of Standards and Technology (NIST), a component of the U.S. Department of Commerce. NIST intends to award a noncompetitive contract to Oxford Nanoimaging/ONI for the delivery of one AploPrep Microfluidic Liquid Handling system with installation, training, and warranty, along with support for an existing Nanoimager microscope. The anticipated contract type is Firm-Fixed Price under Simplified Acquisition Procedures, with an award date of September 2026. The Product Service Code is 6640 (Instruments and Laboratory Equipment), the NAICS Code is 334516 (Analytical Laboratory and Manufacturing), and the Small Business Size Standard is 1,000 employees.

The AploPrep system must integrate with and be compatible with the Nanoimager microscope, microfluidic chips, reagent kits, and software analysis tools. The system shall automate sample preparation of nanoparticles for dSTORM imaging, maintain physical dimensions less than 15" x 20" x 13" with weight under 20 kg for placement in a Class 2 biological safety cabinet, and be compatible with volumes of 1-50µL. The contractor must provide all necessary software for operation and data analysis, along with comprehensive operations and maintenance manuals. Additionally, the contractor must provide a one-year service agreement for the ONI Nano-Imager system (SN: 3PSEJVK5) that includes one annual preventative maintenance visit, unlimited repair visits, remote technical support with a two-business-day initial response time, and four optional one-year renewal periods. The service agreement and option periods shall include parts, labor, travel, and software updates. Responsible sources that believe they can meet these requirements may submit capability information to Contracting Officer Donald Graham at donald.graham@nist.gov or by mail to NIST's Acquisition Management Division at 100 Bureau Drive, Gaithersburg, MD 20899.

Procedures for Award and Anticipated Award Date

The Government anticipates awarding the contract using Simplified Acquisition Procedures in accordance with applicable Federal Acquisition Regulation (FAR) requirements.

The anticipated contract type is Firm-Fixed Price.

The anticipated award date is September 2026

Noncompetitive Contract Action

The Government intends to negotiate a contract on a noncompetitive basis with Oxford Nanoimaging/ONI

The anticipated contract action is noncompetitive because market research indicates that are no alternative sources that are capable of meeting the requirements of the Statement of Requirements.

Oxford Nanoimaging/ONI sells the AploPrep liquid handler purpose-designed for preparing biological nanoparticles and loading them onto ONI Nanoimager imaging cells for measurement.

ONI is also the sole US source for service agreements for the Nanoimager instrument.

The Government does not anticipate soliciting other sources.

Responsible sources that believe they can satisfy the Government's requirement may submit information demonstrating their capability to provide the required supplies or services to the Contracting Officer at the address/email identified in this notice.
