About this file
This is a Statement of Work (SOW) for the procurement of an automated nucleic acid extraction system for the National Institute of Standards and Technology (NIST) Biosystems and Biomaterials Division. The SOW requires a new, benchtop instrument capable of processing 1-48 samples using magnetic bead-based extraction, compatible with 110V power, and designed for nucleic acid purification from various sample matrices including cultured cells, tissue, feces, and sanitary wastewater. The instrument must feature barcode scanning, UV sanitization, touchscreen control, and include pre-programmed and customizable extraction routines.
The solicitation is a small business set-aside competition under Simplified Acquisition Procedures, with a NAICS code of 334516. Quotations are due by August 11, 2025, at 8:00 am EST, with award based on lowest price, technically acceptable criteria. Delivery is required within 120 calendar days of award to NIST in Gaithersburg, MD, with a one-year warranty covering parts, labor, and travel. The procurement includes the nucleic acid extraction instrument and accompanying operations/maintenance manual, with formal acceptance contingent on NIST's verification that the equipment meets original equipment manufacturer specifications.

STATEMENT OF WORK
TITLE: Procurement of an automated nucleic acid extraction system
I. BACKGROUND INFORMATION
The Complex Microbial Systems Group of the Biosystems and Biomaterials Division (BBD) of the National Institute of Standards and Technology (NIST) develops advanced measurements and standards for exploitation of microbes to promote human health, precision medicine, advanced manufacturing, and other industrial applications. The group uses genomic and metagenomic approaches to improve microbial measurements and is developing reference materials for assessing the sensitivity and specificity of pathogen detection technologies. Advanced methods including microfluidics, predictive modeling of engineered microbiomes, and bioinformatics are being applied to critical areas such as combatting antibiotic resistance, promoting food safety, advancing clinical diagnostics, and enabling engineering biology.
To support these activities, BBD requires a benchtop instrument for medium-throughput automated nucleic acid extraction and/or purification.
II. SPECIFICATIONS
The Contractor shall provide one (1) nucleic acid extraction instrument meeting the following specifications.
Hardware:
1. The instrument must be new equipment and not refurbished equipment.
2. The instrument must be compatible with North American 110 V / 60 Hz line power.
3. The instrument must have a benchtop form factor with dimensions not exceeding 36” w x 24” d x 24” h and a weight of less than 150 pounds.
4. The instrument must be a nucleic acid extraction and/or purification instrument designed for operation using magnetic bead-based nucleic acid enrichment/purification.
5. The instrument must be natively compatible with pre-formatted nucleic acid extraction and nucleic acid purification reagent and consumable kits manufactured by the instrument original equipment manufacturer (OEM) for nucleic acids contained within sample matrices of cultured cells, tissue, feces, and sanitary wastewater.
6. The instrument must be able, in a single run, to process from a minimum of one sample to at least 48 samples.
7. The instrument must incorporate barcode scanning capabilities for reagent/consumable identification.
8. The instrument must incorporate a minimum of one (1) ultraviolet lamp for germicidal sanitization that is controllable by automated routine(s).
9. The instrument must be fully controllable by touchscreen graphical user interface either through onboard computer/controller or through connected Windows PC-based device.
10. Contractor shall supply copies of user operation and/or maintenance manuals in either electronic or hardcopy format.
Software:
11. The instrument control software shall include pre-programmed routines for performing nucleic acid extraction and/or purification for each of the sample matrices specified above.
12. The instrument control software shall support end-user programming of custom routines for nucleic acid extraction and/or purification.
Warranty:
The Contractor shall provide, at a minimum, a one year warranty for the equipment. The warranty shall cover all parts, labor and travel. The warranty shall commence upon Government acceptance.
III. DELIVERY
Delivery shall be F.O.B Destination and shall occur within 120 calendar days of award.
F.O.B. Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the order, and pay all charges to the specified point of delivery.
Delivery shall occur during normal business hours, between 8:30 am and 5:00 pm Eastern time, Monday through Friday, with the exception of Federal holidays and shall be made to:
National Institute of Standards and Technology 100 Bureau Drive Gaithersburg, MD 20899 ATTN: Ian Hines 227/A247

V. ACCEPTANCE CRITERIA
Formal acceptance shall be given once NIST determines that all instrument and/or system components are received at NIST and functioning within OEM specifications. The NIST COR shall review all deliverables and determine if these criteria are met.
VI. GENERAL INFORMATION
Safety: The Contractor employee shall be responsible for knowing and complying with site safety prevention regulations. Such regulations include, but are not limited to, general safety, fire prevention, and waste disposal.
Security: NIST is a restricted campus. An identification badge is required for access for entry into buildings and also is shown to the armed Security Police when entering the campus.
Identification Badges: Contractor employees shall comply with NIST identification and access requirements. The Contractor shall provide the name and citizenship information of employees for on-site visits to the NIST COR and/or SME prior to arrival. The COR and/or SME will submit the name(s) and citizenship information to the NIST Office of Security in order for a given Contractor employee to enter the NIST campus. The Contractor employee is responsible for absences due to missing or expired identification and access documents. Each Contractor employee shall wear a visible identification badge provided by the NIST Security Office.
Vehicle Registration: All Contractor employees must register their vehicles with the NIST Security Office to gain access to the campus. A valid driver’s license, Government-furnished, REAL ID compliant civilian ID (which in most cases can be a valid driver's license), proof of insurance and current registration must be presented to the NIST Security Office.
