STATEMENT OF WORK

TITLE: Non-contact Nanoliter Liquid Handling System

NB643050-25-02245

LAB REQUESTING SERVICE: Material Measurement Laboratory, Materials Measurement Science Division, Surface and Trace Chemical Analysis Group

I. BACKGROUND INFORMATION

The Surface and Trace Chemical Analysis Group (STCAG) of the Materials Measurement Science Division (MMSD) of the Materials Measurement Laboratory (MML) has significant research efforts in the fields of analytical chemistry, pharmaceutical production, and biomanufacturing, targeting the pharmaceutical, healthcare, public health, and national security communities. Many of these efforts revolve around the precise deposition of known analyte quantities for characterization of analytical instrumentation targeting small molecules (drugs, pharmaceuticals, etc.) or larger biomolecules (proteins, enzymes, ribosomes, etc) as well as production of research grade test materials (RGTMs).

A major component of these efforts relates to NIST’s work in the bioeconomy and biomanufacturing. NIST coordinates and leads the development of standards to ensure that processes and products are safe, reliable, interoperable, and facilitate trade and commerce. To further NIST standards for bio- and pharmaceutical manufacturing, MML/MMSD/STCAG requires a precision liquid handling system based on non-contact drop-on-demand technologies that can dispense nanoliter volumes and provide traceable quality control of amounts dispensed through drop counting and reporting.

II. SPECIFICATIONS

The Contractor shall provide one (1) Non-contact nanoliter liquid dispensing system with drop-on-demand technology and all necessary accessories that meets or exceeds the following requirements:

General Requirements

• The system shall include a benchtop non-contact liquid handling system, capable of operating on a standard laboratory bench.

• The system shall be operational under standard laboratory power – AC 100V-240V, 50/60 Hz

• The system shall be capable of dispensing liquids with viscosities in the range of 1 mPa*s to 5.63 mPa*s, including ethanol, water, enzyme stocks, nucleic acid solutions, and antibody dilutions.

• The system shall be capable of dispensing into arrayed geometries, including standard 96-well and 384-well plates and custom geometries.

• The system shall include in-line dispense verification by an independent optical sensor to detect and report/document each dispensed droplet with accuracy of 99% per run.

• The system shall include a removable source plate or disk with 12 disposable source wells capable of holding up to 450 microliters.

• The system source wells shall be capable of operating with < 1 microliter dead volume.

• The system shall be capable of 0.1 nL dispense resolution, dispense accuracy of < +/-8% and a dispense precision of < 8% for water volumes greater than 50 nL.

• The system shall include built in software control for system operation and data collection.

• The system shall be operational in environments of 18°C - 25°C and 30% RH – 65% RH.

• The system, including auxiliary components gas compression, shall weigh less than 22kg.

• Manuals for the operation and maintenance of the system shall be included in electronic form.

Installation

• The Contractor shall install the system at the National Institute of Standards and Technology, 100

Bureau Dr., Building 217 / D119, Gaithersburg, Maryland 20899. Installation shall include, at a minimum, uncrating/unpacking of all equipment, set-up and hook-up of all equipment, start-up, demonstration of specifications, and removal of all trash. Instrument shall operate to manufacturer’s specifications upon installation. Installation shall take place during normal business hours, between 8:30 am and 5:00 pm Eastern Time, Monday through Friday except Federal Holidays, and will be coordinated with the NIST Technical Point of Contact (TPOC) or Contracting Officer’s Representative (COR). Installation is to occur within 10 days of receipt of instrument.

Training

• The Contractor shall provide training for up to three (3) NIST personnel instructing them on proper use, troubleshooting and basic system maintenance. Training shall be provided at the National Institute of Standards and Technology, 100 Bureau Dr., Building 217 / D119 Gaithersburg, Maryland 20899. Normal duty hours are Monday through Friday, 8:30 a.m. to 5:00 p.m. except for Federal holidays. Training shall be coordinated with the NIST Technical Point of Contact (TPOC) or Contracting Officer’s Representative (COR) and shall occur within 10 days after installation of instrument.

Warranty

• The Contractor shall provide, at a minimum, a one-year warranty for the entire system. The warranty shall cover all parts, labor, travel. The warranty shall commence upon formal acceptance by the government.

III. DELIVERY

The contractor shall deliver the equipment, FOB Destination shipping terms. FOB Destination means:

The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery.

Delivery shall occur during normal business hours, between 8:30am and 5:00pm Eastern Time, Monday through Friday, except Federal Holidays and shall be made to:

IV. DELIVERABLES

V. ACCEPTANCE CRITERIA

Formal acceptance of the system will be given at the time the Contractor demonstrates that all performance specifications in this statement of requirement have been met.

VI. GENERAL INFORMATION

Safety: The Contractor employee shall be responsible for knowing and complying with NIST installation safety prevention regulations. Such regulations include, but are not limited to, general safety, fire prevention, and waste disposal.

Security: NIST is a restricted campus. An identification badge is required for access for entry into buildings and also is shown to the armed Security Police when entering the campus.

Identification Badges: Contractor employees shall comply with NIST identification and access requirements. Each Contractor employee shall wear a visible identification badge provided by the NIST Security Office.

Vehicle Registration: All Contractor employees must register their vehicles with the NIST Security Office to gain access to the campus. A valid driver’s license, Government-furnished civilian ID, proof of insurance and current registration must be presented to the NIST Security Office.
