About this file
This is a Sources Sought Notice and Request for Information issued by the National Institute of Standards and Technology (NIST) to conduct market research for a Microwave Network Analyzer procurement. The notice solicitation number is NB305000-26-01457, with a Firm Fixed Price purchase order contract type.
NIST's Guided Wave Electromagnetics Group requires a high-performance Vector Network Analyzer system to support traceable complex permittivity measurements up to 330 GHz for the NIST CHIPS program. The procurement includes three items: (1) one Keysight Model N5227B 10 MHz to 67 GHz PNA Network Analyzer with specified technical capabilities including 1 kHz low frequency limit, 67 GHz high frequency limit, dual sources delivering 0 dBm at all ports, 1.85 mm NMD connectors, direct IF access, embedded LO, internal bias tees, and front-end access jumpers; (2) one WR6.5 Mini VNAX Module from VDI (Keysight Technologies Model N5262BW06) extending frequency range to 170 GHz with internal attenuators and TRL calibration kit; and (3) one Millimeter Wave Test Controller (Keysight Technologies Model N5292A) featuring a 4-port test set and OML/VDI cable adapter. All items are required with FOB Destination delivery terms and include all necessary power cables, connectors, and rackmount kits. Responses must include company information, points of contact, teaming partners if applicable, technical documentation demonstrating capability to meet specifications, and identification of current customers. Questions must be submitted by July 14, 2026 at 12:00 PM ET, and interested responses are due by July 17, 2026 at 6:00 PM ET to ranae.armstrong@nist.gov and Donald.collie@nist.gov. This is a market survey with no formal solicitation currently available and no award will be made as a result of this survey.

Request for Information/Sources Sought Notice Commercial Supply Contract Type: Firm Fixed Price Purchase Order Title: Sources Sought Notice for a Microwave Network Analyzer Notice ID Number: NB305000-26-01457
PURPOSE
The purpose of this sources sought notice is to conduct market research and identify potential sources of commercial products/services that satisfy the Government’s anticipated needs. This notice shall not be construed as a Request for Quote. Respondents are advised that the U.S. Government will not pay for information or administrative costs incurred in the response to this notice. All costs associated with responding to the notice will be solely at the interested party’s expense. Not responding to this notice does not preclude participation in any future RFQ or other solicitation (if any are issued). This is a market survey, not a pre-solicitation notice. There is no formal solicitation available at this time. No award will be made as a result of this market survey. If a formal solicitation is generated at a later date, a pre-solicitation notice will be published. Respondents will not be notified of the results of this survey, or results of information submitted. The government is seeking a domestic or equivalent product, if commercially available, that meets all the technical specifications provided in this document below.
BACKGROUND
The National Institute of Standards and Technology (NIST) Guided Wave Electromagnetics Group within the RF Technology Division of the Communications Technology Laboratory requires a high-performance Vector Network Analyzer (VNA) and extender heads. This instrument is required to support the measurement of traceable complex permittivity measurements up to 330 GHz. The objective of the requirement is to enable traceable complex permittivity to 330 GHz and provide known permittivity measurements for on-wafer traceability for S-parameters, Power, and Phase. The VNA will serve as the primary measurement instrument, interfacing with millimeter-wave frequency extenders to characterize the complex permittivity of materials in support of the NIST CHIPS program.
SCOPE
The Contractor shall deliver a quantity of one (1) Microwave Network Analyzer, Keysight Model N5227B 10 MHz to 67GHz PNA Network Analyzer, a quantity of one (1) WR6.5 Mini VNAX Module from VDI, Keysight Technologies Model N5262BW06, and a quantity of one (1) Millimeter Wave Test Controller, Keysight Technologies Model N5292A, inclusive of FOB Destination Delivery terms (or equivalent INCOTERM such as DDP
