About this file
This is a Sources Sought Notice and market research document issued by the National Institute of Standards and Technology (NIST) under Notice ID NB305000-26-00682 for a continuous wave (CW) ultraviolet (UV) laser system. NIST seeks a domestic commercial product to expand its photoemission electron spectroscopy and microscopy metrology capabilities for measuring chemical and spatial structure changes resulting from pre-bonding processes. The acquisition is for one laser system unit on a Firm Fixed Price basis with FOB Destination delivery terms and one-year warranty.
The laser system must meet specific technical requirements, including a single housing unit not exceeding 80 mm width by 120 mm length by 40 mm height with monochromatized wavelength output between 290–320 nm, minimum 40 mW output power, continuous wave drive mode, TEM00 spatial mode with M² ≤1.1 beam quality factor, polarization ratio of at least 100:1, pointing stability less than 10 milliradians per degree Celsius, 0.7 mm beam diameter (±15%), output power stability less than 2% rms, 120 VAC 60 Hz power supply, integrated heat sink cooling, and hands-free pump laser operation. Respondents must submit documentation demonstrating capability to meet requirements through brochures, manuals, technical data, demonstration videos, and current customer references. Responses must identify the company name and address, point of contact information, teaming partners if applicable, and classification as commercial off-the-shelf, modified commercial off-the-shelf, or prototype. Written questions must be submitted by 03/16/26 at 4:00 PM ET, and interested responses must be submitted by 03/19/26 at 4:00 PM ET to Contract Specialist Ranae Armstrong (ranae.armstrong@nist.gov) and Contracting Officer Don Collie (Donald.collie@nist.gov). This is a market survey; no award will result from this notice, and respondents will not be notified of survey results.

Request for Information/Sources Sought Notice Commercial Supply Contract Type: Firm Fixed Price Purchase Order Title: Sources Sought Notice for a CW UV Laser Notice ID Number: NB305000-26-00682
PURPOSE
The purpose of this sources sought notice is to conduct market research and identify potential sources of commercial products/services that satisfy the Government’s anticipated needs. This notice shall not be construed as a Request for Quote. Respondents are advised that the U.S. Government will not pay for information or administrative costs incurred in the response to this notice. All costs associated with responding to the notice will be solely at the interested party’s expense. Not responding to this notice does not preclude participation in any future RFQ or other solicitation (if any are issued). This is a market survey, not a pre-solicitation notice. There is no formal solicitation available at this time. No award will be made as a result of this market survey. If a formal solicitation is generated at a later date, a pre-solicitation notice will be published. Respondents will not be notified of the results of this survey, or results of information submitted. The government is seeking a domestic product, if commercially available, that meets all the technical specifications provided in this document below.
BACKGROUND
NIST requires a laser system that is continuous wave (CW) and emits in the ultraviolet (UV) to enable efficient photoemission-based measurements. This acquisition will allow the project to expand its photoemission electron spectroscopy and microscopy metrology capabilities. The CW UV laser will be used as a photon source required for electron microscopy and spectroscopy to measure changes in chemical and spatial structure as a result to pre-bonding processes. Because of this, the light has a maximum wavelength for this process to occur and therefore the requirement of light must be in the ultraviolet regime. The laser system consists of a laser unit, electronics to control the laser, and a cooling system. A continuous wave with high power is necessary for the measurements to not be distorted spatially or energetically.
SCOPE
The Contractor shall deliver a quantity of (1) CW UV laser, inclusive of FOB Destination delivery terms (or equivalent INCOTERM) and one year warranty.
MINIMUM REQUIREMENTS
Description: CW UV Laser Quantity: One (1) A. Technical Specifications:
a. The laser system must include in one housing unit not exceeding 80 mm [width] by 120 mm [length] by 40 mm [height]
a. The wavelength output from the laser system must be monochromatized at a single wavelength
b. The single wavelength output from the laser system must be between 290 nm and 320 nm
c. Laser output must have an output power of at least 40 mW at the specified wavelength.
d. Laser output drive mode must be continuous wave (CW)
e. Must provide a TEM00 spatial mode at the output of the Laser. The beam quality factor M2 must be less than or equal to 1.1

NOTICE RESPONSE
Interested firms/companies are encouraged to respond to this notice by submitting documentation that clearly demonstrates how the minimum requirements and technical specifications will be met. Response which merely repeat the minimum requirements, and technical specifications without providing demonstration of how the minimum requirements and technical specifications will be met, will not be considered or evaluated by the government. Responses can demonstrate their capabilities to meet the requirements and specifications described above by providing brochures, manuals, reports, demonstration videos, other technical data, and identification of current customers.
