STATEMENT OF WORK

May 21, 2024

Upgrade (5) F4 Torqmax to F5 KEB Inverter Drives

I. BACKGROUND

NIST has a requirement to upgrade the traction elevators in multiple buildings across the Gaithersburg campus. Most of the traction elevators on campus are equipped with F4 Torqmax KEB inverter/drives. The F4 drives are outdated and need to be upgraded to F5 KEB Inverter Drives.

II. PURPOSE

NIST needs to procure Five (5) F5 Torqmax inverter/drives (complete with required ancillary parts such as resistor banks, and engineered drawings).

Period of Performance Sixty (60) calendar days after receipt of order.

III. SPECIFIC REQUIREMENTS

Brand Name Justification NIST requires the contractor to supply new Motion Control Engineering Inc. (MCE) F5 Torqmax inverter/drives, quantity five (5). All the traction elevators installed on the NIST Gaithersburg campus utilize NIDEC controls which are specifically designed and engineered to operate with Motion Controls Elevator (MCE) Torqmax drives; no other drives are compatible with this system. Changing drive manufacturers would require a total redesign to accommodate the different manufacturers specifications. This would result in a much higher cost to the government and extensive retraining of NIST’s onsite elevator staff.

Refer to attachment A and Deliverables for information on the specifications of the five drives.

Tasks All items must be new. Used or remanufactured equipment will not be considered for award. Experimental, prototype, or custom items will not be considered. The use of “gray market” components not authorized for sale in the U.S. by the Contractor is not acceptable. All items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable.

The following is a list of tasks necessary to complete the order:

Contractor supply five (5) new F5 Torqmax inverter/drives. Refer to attachment A for drives information.

Provide existing engineered drawings and build out the replacement inverters and document all changes required to facilitate upgrades for NIST elevator staff to complete the upgrade.

Provide telephone support as needed at time of installation, to be performed by NIST elevator mechanics.

All drives supplies will have a one-year parts and labor warranty against all failures of any working parts within the new inverter/drives.

All drawings shall be compliant with ASME A17.5.

IV. GENERAL REQUIREMENTS

Delivery Terms

Delivery shall be FOB Destination (or equivalent terms, such as INCOTERMS Delivered Duties Paid) are required and shall occur not later than (NLT) 60 DAYS ARO. The Contractor shall contact the COR via email and provide a one-month, advance notice of the anticipated delivery for the F5 Torqmax inverter/drives, quantity five.

FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver all Line Items to:

Inspection and Acceptance In addition to the inspection and acceptance terms articulated in 52.212-4, the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated.

The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense.

A visual inspection of each F5 Torqmax inverter/drives will be performed by the NIST COR to identify surface defects or any form of indication that the F5 Torqmax inverter/drives were damaged during transport to NIST. NIST personnel will verify equipment operation meets all required technical specifications post-installation. The delivered system will be tested as follows:

Warranty The contractor shall warrant the entire system for a period of a minimum of one (1) year after receipt of the equipment and shall be in accordance with terms in FAR 52.212-4.

Warranty commences upon acceptance of the equipment by the Government.

V. PAYMENT SCHEDULE

Advance payment is not authorized. The Contractor must invoice in the areas according to the payment schedule. The Contractor shall be paid, in accordance with Net 30-day payment terms, upon receipt and acceptance of a proper invoice. Invoices submitted prior to the Government accepting the supply will be rejected by the government.

NOTE: Partial shipments and partial invoices will not be accepted, unless otherwise requested and accepted by the Contracting Officer prior to award offer.
