About this file

This solicitation seeks quotations for a power upgrade project at the National Institute of Standards and Technology in Gaithersburg, Maryland. The Computer Facilities Services Team requires upgrading existing single-phase power to three-phase power in several IT equipment racks to provide greater efficiency and capacity. Offerors should quote firm fixed prices to perform the work detailed in the attached Statement of Work. Quotes are due by March 15, 2024 and will be evaluated based on technical acceptability and price. This is a 100% small business set-aside.

Gaithersburg Computing Facility (GCF) Power Upgrade Row Z Computer Facilities Services Team (CFST) Statement of Work

Background The Computer Facilities Services Team (CFST), part of the Infrastructure Services Division (ISD/184), provides Computing Facilities Services support for NIST location in Gaithersburg, Maryland that runs 24 X 7 to service the Gaithersburg campus. To support critical IT equipment that are equipped with power supplies rated at 3000 Watts or higher, a power upgrade to IT equipment racks is needed. CFST is seeking to upgrade existing single-phase power to the IT equipment racks to three-phase power providing greater efficiency and more power.

NOTE 1: Due to NIST safety guidelines, all electrical work done require de-energized the associated UPS, electrical circuits, and PDUs. This work must be done during off hours (on a Saturday) scheduled in advance with the CFST Team. The date is to be determined with a minimum notice of 60 days to be given by the CFST Team to the customer of this IT equipment. The CFST Team will be working with our customer to come up with a date after the procurement has been awarded and the CFST Team has had the initial kickoff meeting with the awardee of the contract. Since this work will involve a complete outage of the affected computer room and some other IT equipment racks also fed from that specific UPS, the plan is for the CFST Team to work with the customer to shut down on a Friday night, the work will be completed on that designated Saturday by the awardee of this contract, and the associated UPS with its associated IT equipment will be started up on Sunday by the CFST Team and the customer of the IT equipment.

SCOPE

There are currently nine total IT equipment racks with two dedicated L6-30R receptacles assigned to each rack.

This electrical work shall be limited to the following scope of work:

1. Removing existing 2 pole breakers that are 208V 30 Amp and replacing them with 3 pole Square D breakers that are 208V 30 Amp.

2. Removing and replacing existing electrical #10 AWG wires.

3. Removing the L6-30R receptacles and replacing them with new L21-30R (30 Amp) receptacles.

· Removing breakers: Remove existing 2-Pole breakers in designated Power Distribution Units. Any removed breakers must be visually inspected and must test the latching (ON/OFF) for reuse, if determined to be in good condition, they must be returned to the government.

· Spare Breakers: Spare breakers to be removed that are in good working condition must be returned to the government.

· 3 Pole breakers: New 3 Pole breakers 30 Amps are needed. Refurbished breakers are not acceptable.

· Existing whips: Electrical wires must be removed from the existing whips/conduit and removed from NIST. The whips/conduit must remain in place and reused to run new electrical wires.

· Breaker covers: Breaker covers removed from panels must be reused, if necessary, otherwise, any removed and unused breaker covers shall be returned to the government.

· Electrical wires: New electrical wires from the breakers to the receptacles must be run using the existing whip/conduit to each IT equipment racks.

· Electrical boxes with receptacles: Existing L6-30R receptacles must be removed and replaced with L21-30R receptacles. Each electrical box must be labeled with the panel and breaker location. All new receptacles must be tested for continuity and when the assigned breaker is toggled ON/OFF, the continuity must correspond to the receptacle on the other end. CFST must be present when testing is conducted. CFST is required to plug in a test an iPDU to all whips to ensure that they each work properly with CFST iPDUs. Final acceptance will depend on CFST completing the iPDU testing.

· Wiring Configuration – Phasing: Ensure the electricians working on installing the breakers and receptacles align the phases to match the receptacles X, Y, and Z and breaker pole positions A, B, and C.

X = A Y = B Z = C

NIST need this alignment to happen so that NIST can better manage and keep track of our risk analysis and risk management tools. Aligning the phases and pole positions allow us to properly distribute IT loads and keep things balanced. It also allows for better managing power avoiding risking overload a phase of a power panel, transformer, or the UPS. If NIST do not have correct phasing, our monitoring and risk analysis do not work.

CONTRACTOR RESPONSIBILITIES

The contractor is responsible for performing the power upgrade per below specifications.

Work Precaution Requirements:

· Any damage caused by the contractor, or their technician/installers is the direct responsibility of the contractor.

· If cutting metal piping in the computing facility is necessary, a HEPA vacuum must be provided and used by the contractor during the cutting. Cutting is to be done outdoors where possible.

· Contractor must communicate to the assigned Government Subject Matter Expert (SME) who is a member of the CFST ahead of time if burn permit is necessary for soldering. This burn permit is necessary for fire department approval.

Cleanliness Requirement:

· The contractor is not permitted to store tools and equipment in the IT equipment area (raised floor).

· All equipment must be unpacked outside the IT equipment area.

· All debris, clippings, and unused hardware must be removed from the IT equipment area daily. The Subject Matter Expert (SME) must walk the space with the contractor at the end of the day to ensure cleanup is acceptable.

· The contractor must vacuum the work and IT equipment area while cutting is done in the computer facility and again when the work is completed daily. The contractor is responsible for providing a HEPA vacuum to clean up their work area(s), to ensure that no dust or particulates get into the IT equipment. The work area must be returned to the same state or cleaner than when the work began.

Warranty

· Workmanship shall be covered by a one (1) year warranty starting on the date that Scope of Work is substantially complete. This warranty shall not cover defects in equipment and/or materials. All warranties on installed equipment and materials shall be limited to those provided by the manufacturer.
