About this file

This is a Request for Information (RFI) issued by the United States Space Force Space Systems Command Commercial Service Office seeking industry feedback on a satellite communications (SATCOM) system for U.S. Navy C-37 aircraft. The government is seeking a Commercial-of-the-Shelf (COTS)/Non-Developmental Item (NDI) airborne SATCOM solution capable of providing high data rate two-way communications over satellites for four C-37 aircraft (one G500 and three G550s) located in the Continental United States and Pacific regions. The ideal system must be FAA-approved, low-cost, robust, lightweight, and have a Military Supplemental Type Certification (MIL-STC) for Gulfstream C-37 aircraft.

Interested vendors must submit a detailed white paper response no later than 13 June 2025 at 5:00 PM EST, with submissions limited to 25 pages and 5MB in size. The RFI requires comprehensive technical details including system performance parameters, certification information, engineering and integration services capabilities, and pricing information. The current contract is held by Viasat, Inc. (HC101320C0005 / SBS0024), and the government anticipates releasing a formal solicitation following this market research, though this is not guaranteed. Responses should be submitted to the specified contracting officers via email, with questions to be submitted in writing by 30 May 2025.

Title: United States Navy Senior Leadership Communication - Aircraft (NSLC-A) Satellite Communications (SATCOM) System

Current Contract: HC101320C0005 / SBS0024 Current Contractor Viasat, Inc.

Description(s):

The Naval Information Warfare Command (NIWC) in support of the Program Executive Office (PEO) Command, Control, Communications, Computers & Intelligence (C4I), Communications Program Office (PMW/A 170) is seeking information on how interested sources could provide airborne Commercial Satellite Communication (COMSATCOM) systems and engineering/integration services in support of four (4) C-37s (one (1) G500 and three (3) G550s). The aircraft are dispersed across two regions: three (3) in the Continental United States (CONUS) and one (1) Pacific region Outside Continental United States (OCONUS).

Sought After Qualifications for Possible Upcoming Requirement:

The U.S. Navy C-37 aircraft provide executive transport for Secretary of the Navy, Chief of Naval Operations (CNO), Commandant of the Marine Corps, Executive Transportation Detachment/Commander Pacific Fleet (ETD/COMPACFLT), and joint leadership passengers on Navy C-37A/B aircraft. The U.S. Navy is currently looking for ways to improve the performance and capability of the airborne SATCOM system aboard these aircraft and therefore is interested in Commercial-of-the-Shelf (COTS)/Non-Developmental Item (NDI) solutions that can improve data rates.

The U.S. Navy is interested in a COTS/NDI solution. This solution shall be a Federal Aviation Administration (FAA) approved, low-cost, robust, lightweight, commercial satellite communications (SATCOM) solution with Military Supplemental Type Certification (MIL-STC) for the Gulfstream C-37 aircraft. This system shall be capable of providing high data rate two-way communications over satellites in support of unclassified and classified applications, both voice and data.

1. Vendor capability questions:

a. Does your company have the capability to provide an airborne SATCOM system with a Gulfstream C-37

(G500 and G550) aircraft Military Supplemental Type Certification (MIL-STC) demonstrating that the proposed system is constrained to the area predesigned to support SATCOM systems on the aircraft and that the system will not change the airframe integrity or airworthiness?

b. Does your company currently provide a commercially available global airborne SATCOM system and network solution that can support a minimum data rate of 15 Mbps (10 Mbps download, 5 Mbps upload), with a target data rate of 100 Mbps to C-37 aircraft for global flight operations? Describe the subscription levels typically provided to aircraft utilizing your airborne SATCOM system solution.

c. Does your company have the capability to provide an airborne SATCOM system that can support services to provide consistent communication between land-based and onboard support elements throughout global mission operations?
