About this file
This is a Class Justification and Approval (CJ&A) document authorizing sole-source procurement for CH-53K aircraft support supplies and services. The Naval Supply Systems Command Weapon Systems Support (NAVSUP WSS) in Philadelphia, PA is issuing orders against an existing Basic Ordering Agreement (BOA) N00383-20-G-X901 and a follow-on contract vehicle on a sole-source basis. The existing BOA expires September 27, 2025, with authority to act under this CJ&A extending through September 30, 2029. The follow-on contract vehicle is anticipated to be a BOA structure, though the program reserves the right to negotiate an Indefinite Delivery, Indefinite Quantity (IDIQ) contract if out-year pricing can be negotiated at award.
The procurement covers CH-53K-specific aircraft components including main modules, hub assemblies, and main rotor blades, along with FY25-FY29 spare and repair requirements. All items are CH-53K-specific with no commercial use and are made exclusively to meet US Marine Corps requirements. The contractor will manufacture and deliver Ready for Issue (RFI) spare units within required production lead times and delivery schedules. The total estimated dollar value of requirements is redacted but includes funding for FY2025 main components and FY2025-FY2029 spare and repair requirements across multiple appropriations. The justification for sole-source award cites 10 U.S.C. 3204(a)(1), establishing that only one responsible source exists capable of supplying the required items with the necessary technical data, test equipment, and manufacturing expertise. The Contracting Officer determined costs to be fair and reasonable, and the approval was signed by Nickolaus H. Guertin, Assistant Secretary of the Navy (Research, Development, and Acquisition) on November 19, 2025.
