# QUESTION TYPE QUESTION ANSWER

Agenda

Which LRAF, HQ or Enterprise is the focus of the Industry Days? Which of the Opportunities are Small business Set Asides? Recommend a draft agenda and the opportunities that will be the focus during the day. May reduce the number of participants. If these opportunities are going to be released under Seaport-e or Seaport-NxG recommend limit it to current Seaport-e Performing Primes or performing SB subcontractors to limit the attendees.

The primary focus of NAVSEA's Small Business Industry Day is to facilitate an enhanced understanding of NAVSEA headquarters programs’ requirements as contracted by the

NAVSEA headquarters Contracts Directorate (SEA 02). The goal is to help small businesses prepare to be business partners in fulfilling these requirements, as prime or subcontractors.

The NAVSEA headquarters’ Long Range Acquisition Forecast (LRAF HQ) is posted on the

NAVSEA.navy.mil website and comprised of individual planned procurements. The

NAVSEA HQ LRAF will be updated prior to the SBID event. Although this is the focus of the industry day, the NAVSEA Enterprise LRAF, inclusive of NAVSEA Warfare Centers’ planned procurements, is also posted on the NAVSEA.navy.mil website and will be updated at the same time.

These are long range forecasts and the decision of what will be set aside for small businesses has yet to be determined.

To view the current NAVSEA HQ LRAF at http://www.navsea.navy.mil/, hover your mouse over the "Business Partnerships" tab and select "LRAF-HQ." To view the corresponding

NAVSEA HQ deputy program managers' contact information select "Deputy Program

Manager List."

To view the current NAVSEA Enterprise (HQ and Warfare Centers) LRAF at http://www.navsea.navy.mil/, hover your mouse over the "Business Partnerships" tab and select "LRAF-Enterprise." To view the warfare centers' corresponding small business representatives’ contact information select "Warfare Centers Small Business Contacts.”

The NAVSEA HQ SBID event will focus on requirements being contracted by the NAVSEA

HQ Contracts Directorate (SEA 02), all of which will not be procured in SeaPort. Warfare

Center procurements under the NAVSEA Enterprise LRAF may include requirements procured via SeaPort. NAVSEA has no desire to limit the number of attendees at the SBID event.

Agenda Will there by an agenda published? I would like to see what will be presented before booking flights and hotels.

An Agenda will be posted as an amendment to the announcements on FBO and SeaPort.

Agenda Where can I locate the agenda for the 2018 Small Business Industry Day (SBID) event?

An Agenda will be posted as an amendment to the announcements on FBO and SeaPort.

Eligibility Attendance I have a quick question before we register. We are an IT small business with specialization in big data, analytics, machine learning and AI. Does the NAICS code 541715 and/or 541330 cover these areas and will that be discussed at the industry day?

Small Businesses who support any NAICS code are encouraged to attend. The announcements were made under the NAICS codes that are predominantly used at

NAVSEA.

Eligibility Attendance Please clarify my understanding that if a company's services are not covered by the NAICS codes on the chart in the FedBizOpps announcement, we should not attend the Industry Day. My company provides leadership development training under NAICS code 611430.

Small Businesses who support any NAICS code are encouraged to attend. The announcements were made under the NAICS codes that are predominantly used at

NAVSEA.

Eligibility Attendance

Is this Industry Day open to Large businesses? The Industry Day Announcement attachment says: "In addition, the SBID will provide a venue for large businesses to communicate about subcontracting opportunities in a panel format." however, it also says: "This is small business event open only to small businesses as described in the Small Business Administration (SBA) Table of Size Standards ....." This event is only open for small business.

Eligibility Facility It states that the attendance will be confirmed: "After security documents have been received and reviewed, NAVSEA will notify individuals of their eligibility status for attendance and issue tickets." Unless we submit a VR or something similar, how can our eligibility be confirmed?

When the document is submitted in AMRDEC an email address is provided, the eligibility will be confirmed through that email address

Eligibility Facility

Clarification of submission requirement of SECNAV Form 5512-1 for attendees. The paragraph titled REGISTRATION: states that SECNAV Form

5512-1 is required if the attendee doesn’t hold a DoD Common Access Card (CAC), Rapid Gate Card, Retired Military ID or Personal Identity

Verification (PIV). The paragraph titled INSTRUCTIONS FOR SUBMITTING THE SECNAV FORM 5512-1: States that attendees with No Security

Clearance, complete the attached SECNAV form 5512/1. Attendees holding a DoD Common Access Card (CAC), Rapid Gate Card, Retired Military

ID or Personal Identity Verification (PIV), may or may not have an active security clearance. Is the requirement to submit SECNAV form 5512/1, based holding an ID or active security Clearance?

SECURITY TO ANSWER

9 Eligibility Facility Is a Form 5512-2 required if the representative is already a DOD Contractor CAC card holder and a Retired Military Card holder? SECURITY TO ANSWER

10 Facility Access For those with a valid Gov ID, do we need to submit a VR through JPAS? If yes, please provide the SMO. SECURITY TO ANSWER

11 Facility Access One of our intended attendees currently has a Rapid Gate Card for NSWC Crane, would this suffice for getting into the Navy Yard? SECURITY TO ANSWER

SBID 2018 QUESTIONS AND ANSWERS

Facility Access

The instructions for entry are a little confusing so please clarify the intent of filling out the Form 5512-1 Representatives registered who do not currently hold/will not hold at the time of the event a DoD Common Access Card (CAC), Rapid Gate Card, Retired Military ID or Personal Identity

Verification (PIV), a SECNAV Form 5512-1 will need to be completed and submitted using the instructions below. After security documents have been received and reviewed, NAVSEA will notify individuals of their eligibility status for attendance and issue tickets. The above statement does not address whether you have a security clearance while the one below does. INSTRUCTIONS FOR SUBMITTING THE SECNAV FORM 5512-1:

Attendees with No Security Clearance: Please complete the attached SECNAV form 5512/1, return the completed form to:

https://safe.amrdec.army.mil/SAFE/Welcome.aspx for access onto the installation by close of business 16 August 2018. I have a security clearance but do not have a CAC, RGC, Ret Mil or PIV (Not sure what PIV is) so can I submit a VAR through JPAS or do I need to submit the form?

Also, if I am coming with a Retired Military person can they escort me through?

SECURITY TO ANSWER

Facility Access

Hello, I have registered for your Industry Day, I have a question concerning the NAVSEC 5512-1. I currently hold a security clearance however, I do not have a CAC, will I need to do anything extra to gain access to the Navy Yard? I do not have a Retiree or other Military ID Card, only my VA driver’s license. I plan on walking to the event from the metro.

SECURITY TO ANSWER

Information Booths

In the past couple of years, there have been Large Businesses, as well as some of the Commands, at tables outside of the auditorium. Will that occur this year, as well? Yes.

Information Booths Is there any interest in any SB’s providing booths/displays or equipment during SB industry Day?

The current venue for the event will not accommodate SB’s providing booths/displays or equipment during SB industry Day.

Miscellaneous

We are looking to register for the upcoming 2018 Small Business Industry Day (SBID) for future contracting or subcontracting opportunities that may present themselves. Our specialties are Material & Asset Management, Supply Chain Management, Operational Workforce Planning, Business & Program Management, Strategy & Policy Development, Performance Management, Strategic Workforce Planning, Financial

Management, and Enterprise Resource Planning (ERP). We also provided onsite Federal employee retirement seminars. Any assistance that you may provide would be greatly appreciated. Thank you for your interest.

Miscellaneous

I am trying to submit the form 5512/1. When I click on the following FBO link, in Chrome or EDGE under Windows 10, it returns a security certificate error and will not let me advance.

We have not received any other notices from interested parties that they are having problems with access. It may be a glitch with the system being used and not FBO.

Miscellaneous

This is the second year in a row that I have not been able to attend because registration is limited. Has NAVSEA considered moving to a larger venue or adding a second day? Yes, that is under consideration for the next SBID.

Presentation Materials If we are unable to attend this industry day will we be able to receive the briefs given at the event?

Yes, those briefs will be available after the event. An update to the announcements on

FBO and SeaPort will be made to provide the location of those briefs.

NAVSEA is currently researching this ability. If/when this capability is confirmed, information will be provided in an update to the announcements on FBO and SeaPort.

Registration

Since the event sold out in less than 24 hours, would the government be willing to limit attendance to one person per company instead of two and thus allow representation from twice the number of companies than will currently be allowed to attend?

Unfortunately, it is too late to change the registration rules. This will be taken into consideration for the next SBID.

Registration As soon as I received your e-mail I tried to register but registration was already closed. Was this an error on the site or spaces are just that limited.

No, registration must be made through the Eventbrite site (as stated in the announcement information).

Registration Based upon the extension in Seaport-e for the NAVSEA SBID, will NAVSEA be accepting more registrations that are currently on the waiting list?

There was no extension posted in SeaPort - only a notice to send questions to NSSC-

NAVSEA-SBID.fct@navy.mil and not to the poster of the notice.

Registration

We received a notice that the registration was reopened for attendance at the NAVSEA SB Industry Day, but upon logging in, cannot sign up for the event (waitlisted). Is there a way to get two people signed up to attend other than the waitlist? Unfortunately, no.

It may be because the event is full. It is not clear what specific problem is being encountered.

Registration FBO is showing attendees can register by 10 August, but at the same time it says registration closed. Please advise if I can still attend or not.

Unfortunately, this event is currently full.
