About this file

This document is a labor category and personnel qualifications section for a federal contract supporting General Surface Navy Systems engineering services across five contract line items (CLINs 2000-2400).

The contract requires a total of 779,520 annual labor hours across nine labor categories, with an additional 77,952 surge hours (10%), totaling 857,472 hours. The labor categories include Program Manager, Lead Principal Systems Engineer, Lead Senior Systems Engineer, Principal Systems Engineer, Senior Systems Engineer, Systems Engineer, Engineer, and Junior Engineer. Specific annual hour allocations are provided for each category across all five CLINs. Non-key personnel must meet minimum qualifications ranging from one year of experience for Junior Engineers to 20 years for Principal Systems Engineers, with specialized experience required in areas such as Combat Systems Cyber Security, Ships Self Defense Systems (SSDS), Littoral Combat Ship (LCS) operations, Aegis Integrated Combat Systems, DDG-1000 Zumwalt class destroyers, Track Management, Aegis Ballistic Missile Defense (ABMD), Integrated Combat System (ICS), Weapon/Combat Systems, Naval or Joint Interoperability, and Common Aviation Command and Control System (CAC2S). The contract specifies 17 key personnel positions (all full-time equivalents considered senior), including one Program Manager, six Lead Principal Systems Engineers, and ten Lead Senior Systems Engineers. Key personnel must possess 20-25 years of General Surface Navy Combat Systems engineering experience with 7-10 years of specialized experience in the listed technical areas. All personnel are assumed to be located at the contractor's facility except as otherwise noted in the Statement of Work. All key personnel resumes require approval by the Contract Specialist and Contracting Officer's Representative before direct charges to the contract are authorized, and replacement personnel must possess qualifications equal to or exceeding those of the individuals they replace.
