The SDCSS subscription provides the Real Time GIPSY (RTG) service to NAVOCEANO which is a global real-time GPS differential system using a worldwide network of reference stations. These differential GPS (DGPS) corrections are broadcast via Inmarsat satellites, therefore eliminating the need for costly local shore-based reference stations. Access to the RTG service is facilitated through a commercial global subscription service requiring the SDCSS licenses operating on NAVCOM GPS receivers. The RTG service provides exceptional reliability and unprecedented horizontal position accuracy of better than 30 cm and vertical accuracy of better than 50 cm worldwide. The estimated cost is $81,940. The proposed order period of performance is one year starting on May 6, 2024, to May 5, 2025.

The proposed acquisition is to support The Naval Oceanographic Office (NAVOCEANO) that has a requirement to provide Starfire Differential Correction Signal Service license subscriptions for NAVCOM GPS systems owned by NAVOCEANO utilized on the Hydrographic Survey Launches and Survey Ships employing Real-Time GPS Positioning System (RTG) technology. These receivers, when coupled with RTG subscriptions, allows the receivers to receive the worldwide Differential Global Positioning System corrections from a worldwide ground-based network via the satellites.

The proposed order is for 17 SDCSS, each License is estimated to cost $4,820 at volume pricing for the required Worldwide Net 1 and Net 2 Coverage.

The justification for limiting sources is:

This item is unique/peculiar to one manufacturer. FAR 8.405-6(a)(1)(B). Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.

☒ These are "direct replacement" parts/components for existing equipment.

NAVOCEANO's current hardware (NAVCOM) is only compatible with the SDCSS software. Since the hardware must use the SDCSS, and alternate subscription service provider would negatively impact the mission by preventing the use of RTG services and degrading survey positioning quality and accuracies to unacceptable levels. A fully competitive procurement would require the NAVCOM hardware suite be replaced resulting in long-term downtime of mission requirements, procurement of new equipment, shipyard support for new equipment installation, long term testing period for compatibility and mission requirements, and integrating to the Integrated Survey System (ISS-60) system. The overall estimated cost to procuring new equipment, testing, subscription, and integration would be in excess of $350,000. This procurement is a yearly subscription renewal that is required to meet NAVOCEANO's survey requirement.
