About this file
This document is Amendment 0003 to Request for Proposal (RFP) NAVMWR-26-R-0026 for the Repair Community Recreation Center Building 45 Renovation Project at Naval Base San Diego, California, issued by CNIC Facilities and Construction Contracting on March 5, 2026. The amendment incorporates the Pre-Proposal Conference agenda, minutes, and attendance list as Attachment A to the solicitation. The RFP was not extended by this amendment. Offerors must acknowledge receipt of this amendment prior to the proposal deadline of March 25, 2026 at 3:00 PM Central Time by completing items 8 and 15 on the SF 33 form, acknowledging receipt on each copy of the offer submitted, or submitting a separate letter or electronic communication referencing the solicitation and amendment numbers. The Pre-Proposal Conference was held on March 5, 2026 and included representatives from CNIC Millington, Tennessee, Naval Base San Diego, and three contractor companies: GEA Builders Inc., Southwestern Dakotah Inc., and MGS Construction. The project is funded with Non-Appropriated Funds (NAF) generated from Morale, Welfare, and Recreation (MWR) facility usage. The total budget is $4,400,000 for design and construction phases (50%, 95%, and 100% design followed by construction), with proposals exceeding this amount potentially deemed unacceptable. Key personnel requirements include a Project Manager (5 years experience), Architect and Engineer of Record (5 years), Chief of Contractor Quality Control (10 years), On-site Superintendent (5 years), and Site Safety and Health Officer (5 years). Technical proposals will be evaluated on Proposed Design Solution, Qualifications and Experience, and Project Execution Method, with price weighted approximately equally to technical factors. Payment and Performance Bonds are required for the total contract value, and 10% retainage applies to design and construction invoices. Progress payments are made monthly within 14 days, with final payment within 30 days. Liquidated damages are assessed at $190 per calendar day of delay.
