About this file

This document is a Request for Information (RFI) issued by the Naval Surface Warfare Center Panama City Division (NSWC PCD) seeking information on capabilities for enhanced navigation for uncrewed underwater vehicles (UUVs) and uncrewed surface vehicles (USVs) when Global Navigation Satellite System (GNSS) data is degraded or unavailable.

The RFI is seeking information on localization techniques and sensing modalities, including acoustic, electro-optic, and magnetic, that can enable missions in the absence of a priori maps. Proposed solutions should be able to augment inertial navigation systems to limit position error or provide standalone localization via loop closure methods. NSWC PCD is requesting responses that include product descriptions, key technology details, product maturity, and country of origin. The applicable NAICS code is 334511 with a size standard of 1,350 employees. Responses are due by November 26, 2024, and should be emailed to the points of contact. This RFI is for planning purposes only and does not constitute a commitment by the government to procure any items or services.

Purpose

REQUEST FOR

INFORMATION FOR

GNSS DENIED NAVIGATION FOR AUTONOMOUS UNDERWATER AND

SURFACE VEHICLES

The Naval Surface Warfare Center Panama City Division (NSWC PCD) is seeking information on capabilities for enhanced navigation for uncrewed underwater vehicles (UUVs) and uncrewed surface vehicles (USVs).

Description

NSWC PCD is seeking information on localization techniques that can enable missions when Global Navigation Satellite System (GNSS) data is degraded or unavailable and where an a priori map (bathymetric, topographic, etc.) is not known. Sensing modalities of interest include but are not limited to acoustic, electro-optic, and magnetic which are suitable for deployment on platforms such as UUVs and USVs ranging in size from man-portable to large diameter vehicles.

Feature extraction and general perception processing approaches should be considered. Solutions can augment inertial navigation systems to limit accumulation of position error (drift) or provide standalone localization via loop closure methods and should be able to converge within a timeframe that is relevant for real-time operation without an operator in the loop.

The applicable PSC code is 6605. The applicable North American Industry Classification System (NAICS) for this requirement is 334511. Size Standard is 1350 employees.

Responses Responses to this RFI should include supporting materials that provide a demonstration of your company’s capabilities and experience. The following information is requested (indicate if the information is an estimate or actual).

1. Product Description (including key features/functionality)

2. Key Technology Description

3. Product Maturity

4. Country of Origin

The Navy invites both large and small businesses to address the RFI above.

Please e-mail responses with any supporting pictures or attachments to brandon.d.hayes11.civ@us.navy.mil and label with the solicitation number and title. NSWC Panama City requests your responses by 26 November 2024. Questions can be submitted electronically to brandon.d.hayes11.civ@us.navy.mil and peter.d.romaine.civ@us.navy.mil

The technical point of contact is Peter Romaine, NSWC PCD Code S31, peter.d.romaine.civ@us.navy.mil.

All information shall be provided free of charge to the Government. NSWC PCD may request further information regarding the capabilities of respondents to meet the requirements and may request a presentation and/or a site visit as deemed necessary.

THE SUBMISSION OF THIS INFORMATION IS FOR PLANNING PURPOSES ONLY AND

IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO
