About this file
Summary
This is a Request for Proposals (RFP) issued by the Camden County Board of Commissioners in Georgia for railroad crossing replacement services at Naval Base Kings Bay. The project involves the removal and replacement of two 81-foot precast concrete railroad crossings on the USS Samuel Houston Road at the naval base in St. Mary's, Georgia. The scope includes disassembly of existing rail components, excavation and preparation of track bed, installation of new cross ties, tie plates, anchors, spikes, and ballast, and installation of new Omega Precast Concrete Crossings or approved equivalent, with all work to be performed in accordance with Georgia Department of Transportation Standard Specifications. Sealed proposals must be submitted by June 4, 2026, at 2:00 p.m. to the Camden County Purchasing Office. Questions regarding the project are due by May 26, 2026, with answers provided by May 28, 2026. Work must be completed by August 31, 2026. Bidders are required to provide three references of similar projects, a statement of qualifications, proof of E-Verify authorization, a list of subcontractors, insurance certificates, and a completed W-9 form.
Successful proposers must furnish Performance and Payment Bonds equal to 100% of the contract amount and maintain workers' compensation and liability insurance with minimum coverage of $1,000,000. The bid bond must be in an amount equal to 5% of the proposed bid price but not to exceed a specified maximum. Monthly payment will be made at 90% of the approved estimate when gross completed work is less than 50% of the total contract amount, with 10% retainage; after 50% completion, the County will retain 10% of only the first 50% of work unless performance issues warrant resumption of full retainage. A local vendor preference policy applies to this project, allowing qualified local vendors within Camden County to match the lowest bid if within 5% of that amount, provided the lowest bidder is not a local vendor. Background checks are required for all personnel accessing the naval base, and work coordination with Camden County Public Works Director and Base Security is mandatory, with potential for night or weekend work scheduling.

Monthly Payment: This section is to control payments and is entered into instead of the Georgia prompt payment act O.C.G.A. 13-11-1. Not later than the fifth day of every month the Contractor shall prepare and submit a Request for Periodic Payment, along with an Affidavit of Payment of Claims, covering the total quantities under each item of work that has been completed from the start of the job up to and including the last day of the preceding month, and the value of the work so completed determined in accordance with the schedule of values for such items together with such supporting evidence as may be required by the Owner or its designee. This estimate may also include an allowance for the cost of such materials and equipment required in the permanent work as has been delivered to the site or stored in an approved location and suitably protected but not as yet incorporated for the work. Under no circumstances shall any material or equipment, for which payment has been made by the Owner to the Contractor, be sold, returned to the supplier or otherwise moved from the storage except for incorporation into the work as covered in this contract without written authorization from the Owner. Not later than the 30th day after submitting an accepted, approved and correct estimate along with all required documentation (as per these contract documents) as detailed in the above paragraph, the Owner shall, after deducting previous payments made, pay to the Contractor 90% of the amount of the estimate as approved by the Owner, as long as the gross value of completed work is less than 50% of the total contract amount, or if the Contractor is not maintaining his construction schedule to the satisfaction of the Owner, the Owner shall retain 10% of the gross value of the completed work as indicated by the current approved estimate. After the gross value of the completed work becomes equal to 50% of the total contract amount within a time period satisfactory to the Owner, than the Owner will continue to retain the 10% of the first 50% of the work but will not require any additional retainage; provided, however, that if work is unsatisfactory or falls behind schedule, retention may be resumed at the previous level after notification to the Contractor. Retention of contractual payments and the retention of the escrow accounts for contracts for the installation, improvement, maintenance or repair of water or sewer facilities shall be in accordance with the Georgia Retainage Law, Section 13-10-20, Article 2, as found in the O.C.G.A. Before final payment is due, the Contractor shall submit evidence satisfactory to the County that all payrolls, material bills, and other indebtedness connected with the work have been paid, except that in the case of disputed indebtedness or liens, the Contractor may submit in lieu of evidence of payment an additional Surety Bond satisfactory to the Owner guaranteeing payment of all such disputed amounts when adjudicated
