About this file
This document is a Sole Source Justification for a simplified acquisition under $250,000 from the Federal Highway Administration (FHWA). The FHWA is seeking to acquire a platform from Vanderbilt University to enable the sharing of national travel monitoring policy, expertise, and technology with state and local agencies. This will support the effective collection, processing, and analysis of traffic data to increase accountability of the federal-aid highway program. Vanderbilt University is organizing the 2026 National Travel Monitoring Exposition and Conference (NaTMEC), which is the only national event devoted to travel monitoring over the next two years. The 2026 NaTMEC event provides the necessary platform for FHWA to promote quality and timely traffic data to support the federal-aid highway program. The Sole Source Justification cites urgency and exclusive rights as the rationale for the single-source procurement from Vanderbilt University.

Historically, NaTMEC has served as the most important event for the traffic data collection, processing and application professionals at Federal, State and local governmental agencies along with private consultants, equipment manufacturers, and vendors. The event affords FHWA the needed platform to promote quality and timely traffic data to support the Federal-aid highway program. The 2026 NaTMEC event
