About this file

This document is a requirements specification issued by the Iowa Department of Transportation (Iowa DOT) detailing the scope for a seed mixing and shipping contract. The Iowa DOT is soliciting bids from qualified contractors to provide all materials, labor, and equipment necessary to complete native seed mixing and storage on a per-pound basis of pure live seed (PLS). The contractor must deliver mixed seed to specified locations within 48 hours of notification, with estimated delivery windows between November 1, 2026 and December 15, 2026 for fall seeding, or between April 1, 2027 and May 31, 2027 for spring seeding if weather conditions prevent fall application. The Iowa DOT acknowledges that delivery schedules and site conditions may impact project completion dates and reserves the right to adjust completion dates based on adverse weather or other conditions to a mutually agreed-upon alternative date.

The contract pricing structure is based on a per-pound billing methodology for pure live seed (PLS). The Iowa DOT may extend the contract term to compensate the contractor for additional storage expenses resulting from weather-related delays or extended storage periods. Contractors with satisfactory performance history may request written modifications to completion dates with good cause, which the Iowa DOT may approve. No set-asides, incumbent contractor information, or specific funding amounts are identified in this document. The contract allows for flexibility in execution to accommodate the inherent variability of native seeding operations and weather-dependent conditions typical of agricultural projects in Iowa.

Native Seed Mixing and Shipping Requirements

The Iowa Department of Transportation (Iowa DOT) is seeking a qualified contractor to provide all materials, labor, and equipment necessary to complete seed mixing and storage per pound of pure live seed (PLS).

The awarded supplier must deliver the mixed seed to the locations noted in the “Description” of the 2026 Native Seed Mixing and Shipping Instructions document within 48 hours of notification.

This document can be found in the “Buyer Attachments” section of the bid.

The estimated delivery dates are between November 1, 2026 and December 15, 2026 or between April 1, 2027 and May 31, 2027 if weather does not allow for Fall seeding.

The Iowa DOT recognizes that delivery schedules and site conditions can impact the project completion date. With good cause and a satisfactory performance history, the Iowa DOT may revise the completion date to a mutually acceptable alternative when the Contractor submits a written, good-faith request.

Native seeding in Spring and Fall requires favorable weather conditions. Adverse weather during these seeding windows may result in seed needing to be stored for extended periods. If this occurs, the Iowa DOT reserves the right to adjust the delivery date as needed to accommodate weather-related impacts or other conditions, to a mutually agreed-upon date. In such cases, the contract will be extended to allow for compensation for the additional storage expenses.
