About this file
This document is a Justification and Approval (J&A) for Other Than Full and Open Competition for the FBI's Nashville Multi-Agency Law Enforcement Training Academy (MALETA) Firearms Range Project. The FBI intends to award a sole-source, fixed-price contract to Reeves Young for constructing (1) 50-yard range and (1) 100-yard range at the MALETA site, with an 18-month performance period starting in August 2025. The total contract value is not fully disclosed, but includes cost savings due to the contractor's existing on-site mobilization.
The sole-source justification is based on Reeves Young's unique qualifications, including their current involvement in the adjacent State of Tennessee range project, deep familiarity with the site and design requirements, and ability to meet a critical December 2026 completion deadline. The contract was necessitated by the termination of a previous contract, and the FBI determined that Reeves Young is the only contractor capable of completing the project efficiently and cost-effectively within the compressed timeline. Future construction phases are expected to proceed through competitive bidding processes.

Attachment M – Nashville Range Project Version 2.6 Page 1
JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION IN ACCORDANCE WITH 41 U.S.C. 3304 (a) (1)
Requisition Number:
Date: 07/18/2025
Estimated Contract Dollar Value:
1. Identification of the agency and contracting activity.
The U.S. Department of Justice, Federal Bureau of Investigation (FBI), Facility Acquisition Unit, Finance & Facilities Division has prepared this justification for other than full and open competition for the Nashville Field Office Multi-Agency Law Enforcement Training Academy (MALETA) FBI Firearms Range Project on behalf of the Firearms Range Development Program, Facilities & Fleet Support Unit, Finance & Facilities Division.
2. The nature and/or description of the action being approved, i.e., sole source, limited competition, establishment of a new source, etc.
The Federal Bureau of Investigation has partnered with the State of Tennessee to build firearm ranges at the MALETA, supporting the required quarterly firearms training for the Nashville Field Office and surrounding Resident Agencies. A new sole source contract is sought with Reeves Young for a firmed fixed price to build (1) 50-yard range, (1) 100-yard range, and the civil and electrical requirements as detailed in the stamped construction plans provided by the FBI. Timeline for construction should start in August 2025 to ensure compliance with the state’s timeline and opening of MALETA.
3. A description of the supplies or services required to meet the agency’s needs.
The requirement is to contract with Reeves Young to build identified portions of the FBI ranges at the Nashville MALETA site at an estimated total cost of $ for a potential 18-month period of performance starting in August 2025. This will allow the Firearms Range Development Program to accomplish its mission of completing Phase 1 of the Nashville Field Office MALETA FBI Firearms Range Project complying with the state of Tennessee deadline.

4. The statutory authority permitting other than full and open competition.
Statutory Authority:
The statutory authority permitting other than full and open competition for this Range Construction contract is 41 U.S.C. 3304(a)(1), as implemented by FAR Subpart 6.302-1, entitled "Only one responsible source and no other supplies or services will satisfy FBI requirements."
Urgency of Continuity and Timeliness:
The government requires timely and uninterrupted completion of the Range Construction project to meet mission requirements. Following the termination of the previous contract due
Any additional delay caused by initiating a full and open competition would further impact the project's timeline and overall mission readiness. This delay would also incur additional costs and could potentially disrupt ongoing work, jeopardizing the continuity of the project.
Incumbent Contractor's Mobilization and Expertise:
The State’s incumbent contractor, who is already mobilized and on-site working on the State's adjacent range project, is uniquely positioned to continue with the next phase of this project.
Their familiarity with the site, existing infrastructure, and project requirements significantly reduces the risk of delays or additional costs that would be incurred by bringing in a new contractor. Since the incumbent contractor is already mobilized and performing work locally, substantial mobilization costs that would typically arise from a new contractor are effectively eliminated.
Cost Savings and Efficiency:
Utilizing the incumbent contractor allows the project to move forward seamlessly, cutting the need for costly mobilization and minimizing potential delays. In addition to these savings, the contractor’s established understanding of the project’s design and the ongoing work ensures that continuity and uniformity are maintained. This continuity is crucial to ensure that the project aesthetics and quality match the work already completed, in compliance with both the State’s and the FBI’s specifications.

Risk Mitigation:
Bringing in a new contractor at this stage would involve a significant amount of time for familiarization with the site, design requirements, and project objectives. This learning curve could lead to inefficiencies, increased risk of errors, and potential rework, all of which would increase project costs and delay completion. The incumbent contractor, by contrast, has already developed a thorough understanding of the project, which significantly mitigates the risks of additional delays or errors, ensuring the project remains on schedule and within budget.
Additional Factors:
The incumbent contractor, already actively engaged in the State’s range project, has demonstrated their ability to meet the project’s needs while adhering to both budget and timeline constraints. Therefore, proceeding with a sole-source award to the incumbent contractor ensures that the project will be completed on time, with cost-efficiency, and to the high standards required.
5. Demonstrate the unique qualifications of the proposed contractor or the nature of the action requiring the use of the authority.
The FBI is facing an extremely limited timeframe to meet the State of Tennessee’s mandated completion deadline for the construction of FBI ranges by December 2026. The urgency results from the termination for convenience of the prior contract, which was determined to be in the government’s best interest. Given the circumstances of the termination, the FBI is left with no viable alternative but to pursue a sole-source solution to ensure that the project is completed on time and within budget.
Incumbent Contractor’s Role and Unique Qualifications:
Reeves and Young, the contractor proposed for the sole-source award, is the State’s designated contractor responsible for constructing the adjacent State ranges. They have been deeply involved in the design and construction of both the State’s and the FBI’s ranges, as part of the larger MALETA project. Because the design and requirements for these ranges are highly specific and interdependent, Reeves and Young is uniquely qualified to complete the FBI ranges in a manner that satisfies both the State’s and the FBI’s standards.
Experience and Design Familiarity:
Reeves and Young is the only contractor with direct involvement in the design stages of the MALETA project. Their prior work on the State’s ranges gives them an unmatched understanding of the site and design requirements, making them the most qualified

Attachment M – Nashville Range Project Version 2.6 Page 4 contractor to complete the FBI ranges within the specified timeframe. The project’s unique design requirements and interdependency between the State and FBI ranges make it impossible for any other contractor to step in and deliver the same level of quality and continuity.
Current Onsite Work:
Reeves and Young is currently mobilized and actively performing work on the State’s range.
Their presence on-site, coupled with their knowledge of the local terrain, infrastructure, and challenges, provides them with a significant operational advantage. Given the compressed timeline, it would be inefficient and risky to bring in a new contractor who would need time to familiarize themselves with the site and requirements. By leveraging Reeves and Young’s existing mobilization, the project can continue with minimal delays and costs.
Discrepancies in Design Drawings:
The design documents for the FBI ranges, obtained under the previous contract, contain discrepancies that only Reeves and Young, due to their deep involvement in the design process, is capable of addressing. These discrepancies must be corrected promptly to avoid project delays. Reeves and Young’s institutional knowledge of the design ensures they can make the necessary corrections quickly and accurately, which is critical to staying on schedule and meeting the State’s December 2026 completion deadline.
Potential Risk to Relationships:
Failing to meet the December 2026 deadline would not only affect the FBI’s mission readiness but could also damage the FBI’s relationship with the State of Tennessee. The MALETA range is intended to become the State’s primary law enforcement training academy, and any delay in its construction could hinder the State’s ability to train law enforcement personnel efficiently. Timely and successful completion of this project is essential to maintain positive relations with the State and ensure the long-term success of the State’s law enforcement infrastructure.
Substantial Cost Savings:
Awarding the contract to Reeves and Young presents a significant cost savings to the government, with an estimated savings of . Preliminary budget estimate provided by Reeves Young breaks down this savings under and
This is a result of eliminating the need for additional mobilization costs, equipment rental, and insurance, as Reeves and Young are on-site and has the necessary infrastructure, resources, and insurance under the joint project with the state.

Additionally, their ongoing involvement with the State’s range construction ensures that efficiencies are maintained, reducing the overall project cost.
Unique Expertise:
Reeves and Young’s expertise in both the design and construction phases of the MALETA project, combined with their current on-the-ground mobilization and deep understanding of the site and design requirements, makes them the only contractor capable of meeting the project’s unique demands and timeline. This combination of experience, design familiarity, and operational readiness positions Reeves and Young as the best-qualified contractor to ensure the project is completed successfully, on time, and within budget.
Conclusion:
Given the urgency of the project, the risk of delays, the incumbent contractor’s unique qualifications, and the substantial cost savings associated with their continued involvement, Reeves and Young is the only responsible contractor capable of fulfilling the FBI’s needs in the required timeframe. Any attempt to award the contract to a new contractor would likely result in unnecessary delays, increased costs, and the potential disruption of relationships with the State, which could jeopardize the completion of a critical law enforcement training facility.
6. A description of efforts made to ensure that offers are solicited from as many potential sources as is practicable, including whether a notice was or will be publicized as required by Subpart 5.2 and, if not, which exception under 5.202 applies.
Efforts to solicit offers and promote competition were initially conducted under the original contract for the MALETA range project. However, due to significant
, the contract was terminated for convenience in FY25. The government now faces an urgent timeline to meet the State’s required completion deadline of December 2026 for the construction of the FBI’s range.
Given the unique nature of this project—particularly the interdependent design of both the agency and state ranges, as well as the complexity of the State’s specific requirements—a formal public solicitation would not have been practicable within the required timeframe. The current State contractor, Reeves and Young, is already mobilized and has significant knowledge of the design, site conditions, and the specific requirements of the project. Reeves and Young’s existing on-site presence and expertise in the design of both the state and agency ranges are critical to https://www.acquisition.gov/far/html/Subpart%205_2.html#wp1107980 https://www.acquisition.gov/far/html/Subpart%205_2.html#wp1107990

Attachment M – Nashville Range Project Version 2.6 Page 6 the project’s timely and successful completion. Due to the tight timeline and specialized requirements, it is imperative that the project proceed without delays, and Reeves and Young is the only contractor capable of delivering the work on time and in accordance with the specific project needs.
As a result, a notice was not publicized. Sole-source selection is the most effective means of addressing the immediate and critical needs of the project. The justification for this decision is based on the exception under FAR 5.202(a)(2), which permits an exception to the public notification requirement when the contracting officer determines that the required supplies or services are available from only one responsible source. In this case, Reeves and Young’s ongoing involvement, their familiarity with the unique design and construction needs, and the critical time constraints make them the only contractor capable of meeting the agency’s requirements in the available timeframe.
It is important to emphasize that sole-source selection will only be utilized for this phase of construction. Future construction or enhancements to the range will proceed through competitive bidding processes, in line with FAR regulations and the agency’s commitment to ensuring full and open competition when feasible.
By proceeding with a sole-source award to Reeves and Young, the agency will ensure that the project is completed on time, within budget, and with the necessary continuity to meet both the agency’s and the State’s operational requirements. The agency is committed to maintaining transparency and promoting competition for future phases of the project whenever possible.
7. The anticipated dollar value of the proposed acquisition, including options if applicable, and a determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
The anticipated cost to complete the detailed scope of Phase 1 construction is .
Based on quotes provided under the previous contract and a cost analysis, the estimated cost is anticipated to be fair and reasonable. Additionally, selection of Reeves Young will offer a cost savings to the government if construction begins by August 2025. Contributing factors to savings are general conditions, general requirements, workers compensation and liability insurance, construction contingencies, and performance and payment bonds. This savings is can only be provided by Reeves Young due to their current involvement with the MALETA range construction.

8. A description of the market research conducted and the results.
Market research was conducted in two phases: initially during the FY24 contract procurement process and again in early July 2025 to ensure findings remained current and relevant.
During both phases, the team performed a thorough assessment of potential sources, pricing structures, availability of qualified vendors, and performance history.
This included a review of current FBI Construction Contracts and Statewide Contracts as well as a review of vendors’ capabilities and qualifications through SAM.gov registrations, past performance databases, and internal performance records where applicable. Emphasis was placed on vendors’ ability to meet technical requirements, timeline constraints, and quality standards.
The research considered risk factors such as delays in procurement, contracting complexity, and performance uncertainty. Utilizing the existing state contractor was determined to be the most fiscally conservative and low-risk option, offering immediate availability and pre-negotiated rates.
The results of the market research supported a determination that the state’s existing contractor not only provided the most cost-effective solution but also ensured compliance, reduced procurement lead time, and lowered administrative burden. No significant advantages were identified in pursuing an open competition for this requirement at this time, especially given the urgency and scope of the project.
9. Any other facts supporting the use of other than full and open competition.
Due to circumstances not controlled by the government and the termination of the FY24 contract, the FBI is faced with a reduced timeframe to complete a range build which complies with the State of Tennessee requirements and timeline. Utilizing open competition under a shortened timeframe with construction plans containing errors is not considered an option. It would be unreasonable for the government to expect open competition for an expedited process considering the circumstances and budget. Failure to meet the completion deadline could jeopardize the relationship between the State of Tennessee and the FBI.

10. A listing of any sources that expressed a written interest in the acquisition.
Since the procurement was not advertised, no other companies have expressed an interest either orally or in writing.
11. A statement of any actions the agency may take to remove or overcome any barriers to competition, if subsequent acquisitions are anticipated.
Further constructions or enhancements outside of this sole source selection will continue through the open competition process. The unique requirements, short time frame, and assistance with construction plan errors require the selection of a contractor who has been involved in the MALETA project since the design phase.
