Nash County Building Improvements - Project Manual and Contract Documents

This project manual contains the procurement and contracting documents for Nash County, North Carolina's building improvements project located at 969 Old White Oak Road in Nashville, NC. The scope of work encompasses building construction including renovation of approximately 20,235 square feet as a new Community Building for Nash County, with all exterior scope, interior rooms and finishes, mechanical systems, HVAC, electrical, and plumbing installations. The project also includes a 515 square foot addition for a new reception area to service existing buildings and comprehensive site preparation work including excavation, grading, sedimentation and erosion control, utilities installation, concrete sidewalks, landscaping, permanent seeding, building sub-grade preparation, and all site utilities. A mandatory pre-bid meeting will be held on September 29, 2026 at 10:00 AM at the project site, with a site walkthrough available upon request. Sealed lump sum bids are due by 2:00 PM on October 27, 2026 at the Nash County Admin Building, 120 West Washington Street, Nashville, NC 27856 (3rd floor commissioner's conference room), at which time bids will be publicly opened and read aloud. The contract documents reference 180 calendar days for substantial completion of the entire work from the date of commencement, measured from the Notice to Proceed. Bidding documents are available for purchase from Duncan-Parnell Inc. (252-977-7832) or electronically through Charter Construction Services, Inc. (252-265-0035).

The project requires submission of bid security with each bid and mandates that successful bidders provide a Performance Bond and separate Labor and Material Payment Bond. Nash County has established a 10 percent Minority Business Enterprise/Women Business Enterprise (MBE/WBE) goal and requires bidders to submit affidavits of good faith efforts in the recruitment of minority businesses. Liquidated damages of $500 per consecutive calendar day will be assessed for failure to achieve substantial completion by the contract deadline. Progress payments will be made monthly based on Applications for Payment and Certificates for Payment issued by the Engineer, with 5 percent retainage withheld until substantial completion. The contract sum is not specified in the preliminary documents and will be determined through the competitive bidding process. The Engineer for the project is Bartlett Engineering & Surveying, PC, located at 1906 Nash Street North, Wilson, NC 27893. The project documents reference the AIA Document A101-2017 Standard Form of Agreement and AIA Document A201-2017 General Conditions of the Contract for Construction, with arbitration selected as the binding dispute resolution method. Charter Construction Services, Inc., located at 314 Nash Street NE, Wilson, NC 27893, is identified as the Owner's representative.
