About this file
This is a Questions & Answers document from the National Aeronautics and Space Administration (NASA) dated November 2, 2026, regarding the United States Space Academy (USSA) solicitation. The document addresses inquiries from state responding entities and is updated daily as questions are submitted to hq-nasa-ussa@mail.nasa.gov.
The single question and answer provided clarifies the appropriate level of support NASA Centers may provide to state response teams during the proposal process. NASA Centers are prohibited from assisting in proposal preparation, offering advice on proposed approaches, or discussing NASA's requirements. However, Centers may provide limited communications to describe available NASA locations for USSA establishment, including underutilized or excess space available for outgrant, only upon specific request from State Responding Entities. Permissible information includes land value, location and condition of existing buildings or facilities, utilities description, operating costs, how development would align with the center's master plan, and other relevant development information. NASA Centers must coordinate with the Associate Administrator for Office of Strategic Initiatives (AA for OSI) before making final determinations on providing a Letter of Feasibility, with the AA for OSI responsible for reviewing center inputs and signing the Letter of Feasibility on behalf of the agency, if appropriate.

National Aeronautics and Space Administration
Q&A | United States Space Academy
Q1: Q: What support may NASA Centers provide to state response teams?
A: NASA Centers must not provide any assistance in preparing the State’s proposal, including advice or opinions on the State’s proposed approach to establishing the USSA or discussion of any information regarding NASA’s requirements. Centers may have limited communications with State response teams to provide a description of any NASA locations available for the establishment of the USSA, including underutilized or excess space otherwise available for outgrant.
In that capacity, Centers may answer questions from State Responding Entities but should not proactively offer NASA locations if not specifically requested by the State Responding Entity. Appropriate details which may be shared with State Responding Entities, upon request, include the value of the land, the location and condition of any existing buildings or facilities located on the land, a basic description of utilities and operating costs, how development of a given location would fit within the center’s master plan, as well as other information relevant to development on NASA property. Centers should coordinate with the AA for OSI prior to making any final determination as to whether to provide a Letter of Feasibility for a State proposal. The AA for OSI will review center inputs and sign the Letter of Feasibility on behalf of the agency, if appropriate.
