About this file

This is a Sources Sought Notice for the Laser Interferometer Space Antenna (LISA) Frequency Reference System (FRS) issued by NASA Goddard Space Flight Center (GSFC).

NASA GSFC is requesting information regarding vendor capabilities to design, analyze, fabricate, and fully qualify three flight Frequency Reference System assemblies plus one spare unit for the LISA mission. The FRS consists of an optical reference cavity (ORC) and associated electronics with a mission lifetime of 6.5 years. Targeted delivery dates are Flight Unit #1 on February 9, 2029; Flight Unit #2 on September 4, 2029; Flight Unit #3 on March 11, 2030; and the spare unit on May 31, 2030. Detailed performance requirements are specified in reference document LISALSR-FRS-REQ-0067. The vendor must conduct multiple technical reviews including Requirements Review, Preliminary Design Review, Critical Design Review, Pre-Environmental Review, and Pre-Shipment Review in accordance with NASA/GSFC standards. Development deliverables include thermal, mechanical, electrical and optical analysis; interface control documents; environmental test procedures and reports; and parts and materials lists. Environmental testing must include EMI/EMC, vibration, shock, thermal balance across four thermal cases, and thermal vacuum testing with specified cycle requirements. All designs must follow NASA/GSFC Rules for the Design, Development, Verification, and Operation of Flight Systems (GOLD Rules).

Interested parties should submit responses limited to 10 pages per option (not including appendices) in Microsoft Word or PDF format to the provided points of contact within 10 business days of release. Responses must include organization information, system design abstract, small business subcontracting goals, organization capabilities and experience with complex frequency reference systems, Government Furnished Property assumptions, and current cost accounting system status. This Sources Sought Notice is for planning and information purposes only and does not constitute a contract solicitation or obligation. NASA may contact respondents for clarifications or further information as part of its industry capability assessment.

1.0 DESCRIPTION

The National Aeronautics Space Administration (NASA) Goddard Space Flight Center (GSFC) is requesting information for Frequency Reference System (FRS) flight assemblies for the Laser Interferometer Space Antenna (LISA) mission. The scope of this requirement is anticipated to include design, analysis, fabrication, and full qualification of the three flight FRS systems plus one spare within the schedule delivery need dates captured in section 1.1.1. The FRS shall consist of an optical reference cavity (ORC) and associated electronics. All performance and Requirements are captured in LISALSR-FRS-REQ-0067

1.1.1 Mission Lifetime and Target delivery date

Mission Lifetime – 6.5 years Targeted delivery dates:

Flight unit #1 – February 9 2029 Flight unit #2 – September 4 2029 Flight unit #3 – March 11 2030 Flight spare – May 31 2030

Number of deliveries – 3 flight units, 1 spare unit

1.2 FRS Performance Requirements

Requirements are in LISALSR-FRS-REQ-0067.

1.2.1 Reviews

As part of the development approach, the vendor should conduct and provide technical and programmatic data for the following reviews:

• Requirements Review (RR)

• Preliminary Design Review (PDR)

• Critical Design Review (CDR)

• Pre-Environmental Review (PER) for each unit

• Pre-Shipment Review (PSR) for each unit

These reviews should meet the NASA/GSFC Criteria for Flight and Flight Support System Lifecycle Reviews, GSFC-STD-1001A.

After each review, the vendor will provide formal responses to all requests for actions (RFAs) to the LISA Project for approval.

In addition to the above reviews, the vendor will provide support to these mission reviews:

• LISA Project Preliminary Design Review (MPDR)

• LISA Project Critical Design Review (MCDR)

The vendor will also conduct monthly status reviews (MSRs) virtually or at the vendor facility (as conditions warrant) to review the technical, schedule and programmatic activities. At a minimum, these reviews should include the status of work being performed (e.g., schedule and milestone progress), changes to design parameters and technical performance metrics, and description and status of technical issues, including anomalies and mishaps.

In addition to the meetings and reviews described above, the vendor will support periodic, informal meetings and telecons with the LISA Project.

1.2.2 Analysis

The vendor shall perform all necessary analysis to validate the design and requirements.

1.2.3 CDRL Documentation

The vendor will develop, deliver, and maintain all documentation for the assembly and its interfaces, including, but not limited to

- Analysis supporting design (thermal, mechanical, electrical and optical analysis)

- Interface control document, Mechanical Interface control document (MICD)

- Environmental test procedures, reports

- Parts and material List

2.0 INFORMATION REQUESTED

This Sources Sought Notice is for planning and information purposes only. This is not a request for proposal or quotation, nor is this a solicitation for a contract or grant award. This Sources Sought Notice does not obligate the Government in any way. The Government will not reimburse the respondents for any costs associated with the information submitted in response to this request. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released, it will be synopsized on www.sam.gov (https://www.sam.gov/). It is the interested party’s responsibility to monitor these sites for the release of any solicitation or synopsis.

The information is requested for planning purposes only. As part of the procurement and review process, the LISA project team intends on using material provided to evaluate vendor’s capabilities to design, build and qualify the four sets of flight hardware. Care should be taken if providing and marking material as other than suitable for full and open distribution, such as proprietary or sensitive material, as it will limit the study team’s ability to use appropriate material to evaluate concept feasibility. Neither export controlled nor classified material should be submitted, and will be destroyed upon receipt without further consideration. To the full extent that it is protected pursuant to the Freedom of Information Act and other laws and regulations, information identified by a respondent as “Proprietary or Confidential” will be kept confidential.

The Government will treat cost information in confidence.

As part of its assessment of industry capabilities, NASA may contact respondents to this Sources Sought Notice for clarifications or further information.

2.1 Capability Statement Instructions

Interested parties should submit a response with a written statement of interest or capability.

Each response should be limited to 10 pages per response option, not including the appendices.

Responses should be in Microsoft Word (.doc or docx) or Portable Document Format (.pdf).

Describe your design concept with development approaches that follow, or explicitly deviate from, the reference development, design, verification, and mission assurance processes, and result in commissioning and full system integration and test with spacecraft.

Please provide the following information that addresses the requested concept and plan for this response option relative to the reference parameters in Section 1.0 and summarized in Appendix C:

1. Organization information: Organization name and address, point-of-contact name, E-mail address, phone number, CAGE code/DUNS number.

2. Abstract: Provide high-level summary of the system design.

3. Small Business Subcontracting Goals: NASA requests that all large business respondents identify any anticipated Small Business Subcontracting Goals by completing the table in Appendix D to include in your response. Small business respondents should indicate their category defined in Appendix D.
