About this file
This is a Source Selection Statement documenting NASA's evaluation and award decisions for Private Astronaut Mission (PAM) flight opportunities to the International Space Station under NASA Research Announcement (NRA) NNJ13ZB001N, Focus Area 4A.
NASA received six timely proposals in response to solicitations for PAM 5 and PAM 6 flight opportunities with expected launch windows of June-October 2026 and mid-2027, respectively. Four proposals were deemed compliant: Axiom Space, LLC and Vast Space, LLC submitted proposals for both opportunities, while ZIN Technologies, Inc. (doing business as Voyager Space Solutions) submitted only a PAM 6 proposal. WTP Space, LLC's two proposals were withdrawn for non-compliance. The Proposal Evaluation Panel assessed submissions against three equally-weighted evaluation factors: Merit (proposal feasibility and ability to meet NASA requirements), NASA Supportability (evaluation of risk, resource provision, and integration timeline support), and Relevance (contribution to NASA's commercialization objectives and ISS utilization goals). Using established findings definitions and adjective ratings (Excellent, Very Good, Good, Fair, Poor), the Selection Authority determined that Axiom Space, LLC (Merit: Very Good, NASA Supportability: Excellent, Relevance: Very Good) should be selected for PAM 5 negotiation, and Vast Space, LLC (Merit: Good, NASA Supportability: Good, Relevance: Very Good) should be selected for PAM 6 negotiation. Voyager Space Solutions received ratings of Very Good for Merit and Excellent for Relevance but only Fair for NASA Supportability; while deemed selectable for a future PAM 7 mission within the PAM 6 flight opportunity window, NASA lacked sufficient resources at the time of the initial selection to support multiple missions. A subsequent addendum dated March 19, 2026, confirmed that due to changes in programmatic priorities and resource availability, NASA selected Voyager Space Solutions for negotiation of a PAM 7 mission within the PAM 6 flight opportunity window.

Source Selection Statement Addendum March 19, 2026
Research Opportunities for International Space Station Utilization National Aeronautics and Space Administration Research Announcement NNJ13ZB001N
Focus Area 4A – Private Astronaut Mission Provider
For Private Astronaut Mission 5 & 6 Flight Opportunities
On November 3, 2025, I selected Axiom Space, LLC for negotiation for a PAM 5 flight opportunity and Vast Space, LLC for negotiation for a PAM 6 flight opportunity under NASA Research Announcement (NRA) NNJ13ZB001N. For the reasons set forth in the Source Selection Statement, I found that the proposal submitted by ZIN Technologies, Inc. doing business as (DBA) Voyager Space Solutions (Voyager) was selectable for negotiations for an additional mission under the PAM 6 flight opportunity (e.g., PAM 7), but that NASA was unable to support multiple missions within the PAM 6 flight opportunity at that time. I further stated that should resources become available and programmatic priorities shift to allow NASA to support an additional mission in the PAM 6 flight opportunity window, NASA may negotiate an additional mission in the PAM 6 flight opportunity window with Voyager.
Due to changes in programmatic priorities and resource availability, NASA is now able to support an additional mission within the PAM 6 flight opportunity window, which is open ended, beginning no earlier than mid-2027.
I have reviewed the PAMs 5 and 6 Source Selection Statement and the NRA and find that the evaluation findings presented by the PEP as well as my rationale for determining that Voyager’s proposal was selectable for negotiations under the selection statement remain valid for purposes of making an additional selection for the PAM 6 flight opportunity window.
As a result, and consistent with the solicitation and my statements in the PAMs 5 and 6 Source Selection Statement, I select ZIN Technologies, Inc. DBA Voyager Space Solutions for negotiation for a PAM 7 mission within the PAM 6 flight opportunity window.
