About this file
This document is a Request for Proposals (RFP) issued by the Lowndes County Board of Commissioners for a 3-month nanofiltration/reverse osmosis pilot study for the Alapaha Plantation Subdivision Water Treatment System. The purpose of the pilot study is to evaluate nanofiltration/reverse osmosis technology for achieving compliance with Stage 2 Disinfection Byproduct Rules (2 DBPR). Lowndes County will provide a covered area with slab, power for the pilot unit, connection to the raw water source(s), an operator, and sampling/analysis of the treated water. The selected company will provide a 10+ gpm standalone PLC controlled pilot unit with remote access and control, automatic data logging, CIP cleaning system, and chemical dosing systems. The company will also provide onsite system startup, operator training, monthly maintenance/calibration visits, and data sheets for the operator.
Proposals will be evaluated based on the company's experience with nanofiltration/reverse osmosis technology for 2 DBPR compliance, the ability for Lowndes County personnel to visit a full-scale facility using the company's equipment, the functionality and operability of the pilot unit, and the cost for the pilot study. Each of these criteria is weighted at 25% of the total evaluation.
