SINGLE SOURCE DETERMINATION USING

SIMPLIFIED ACQUISITION PROCEDURES (SAP)

FOR AN ACTION NOT EXCEEDING THE SIMPLIFIED ACQUISITION THRESHOLD

1. Agency and contracting activity. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA) Acquisition and Grants Office, Eastern Acquisition Division and the Office of Marine and Aviation Operations.

2. Description of supplies or services required to meet agency needs (including the estimated value).

A gyrocompass is currently installed onboard the NOAA Ship Nancy Foster and is a critical component used to provide accurate ship heading data essential for safe and effective navigation.

The existing gyrocompass system has reached the end of its operational life cycle and must be replaced to maintain the vessel’s navigational integrity and support mission readiness.

This procurement will provide a new gyrocompass system, including associated parts and integration services. The gyrocompass must be fully compatible with the vessel’s proprietary Dynamic Positioning (DP) System, which is designed, maintained, and integrated by Beier Radio, LLC. Due to the proprietary nature of the DP system, Beier Radio, LLC is the only known source capable of performing the integration without compromising system functionality, safety, or warranty conditions.

This requirement will be fulfilled under a Firm-Fixed-Price (FFP) contract. The Independent Government Estimate (IGE) for this acquisition is , based on current market research and historical procurement data for similar systems and integration services.

3. Identification of the single source or the brand name to be solicited.

4. Supporting rationale. Only one source or brand name is reasonably available as detailed below:

Compatibility to existing systems or equipment - The required supplies must be compatible in all aspects (form, fit, and function) with existing systems or equipment, and the source is uniquely qualified to meet the requirement.

The NOAA Ship Nancy Foster requires renewal of its gyrocompass system due to the existing unit reaching the end of its service life. The gyrocompass is a mission-critical component, providing accurate and reliable heading data to support navigation and vessel operations.

This system is fully integrated into the ship’s DP System, which is a proprietary system developed and supported by Beier Radio, LLC. Due to Beier’s proprietary knowledge and design of the DP system, they are uniquely qualified to perform the integration of the new gyrocompass. Engaging Beier ensures compatibility, preserves system integrity, and avoids risks associated with third-party integration, including potential system faults or warranty issues.

Beier Radio, LLC can provide a gyrocompass solution that is fully compatible and turnkey, significantly reducing integration time and cost. Furthermore, the selected make and model of the gyrocompass is being adopted across the NOAA fleet, which enhances logistics and lifecycle support by enabling parts commonality and fleet-wide spares sharing.

Given these factors, Beier Radio, LLC is the only known source capable of meeting NOAA’s technical, integration, and operational requirements for this acquisition.

5. Market Research.

The Contract Specialist conducted thorough market research, which included an internet search and a review of vendors registered in SAM.gov. The results confirmed that Beier Radio, LLC is the sole source capable of fulfilling the requirement due to the proprietary nature of the existing DP system installed onboard the NOAA Ship Nancy Foster. Integration of a new gyrocompass requires proprietary knowledge of the Beier DP system to ensure full compatibility and maintain system performance and reliability. No other vendors were identified who possess the required technical knowledge or integration rights to modify or interface with the Beier system.
