About this file
This document is a Determination to Solicit from a Single Source for the procurement of a Gamry multichannel potentiostat system. The Bureau of Reclamation, a civilian agency within the Department of the Interior, is seeking to acquire eight (8) Interface 1010E Potentiostat/Galvanostat/ZRA units and one (1) Interface Power Hub to increase their capacity and capability for electrochemical impedance spectroscopy (EIS) and corrosion testing. The Bureau has determined that Gamry Instruments is the only reasonable source due to the need for compatibility with their existing Gamry potentiostat equipment, software, and technical support. The estimated cost for the purchase is XXXX. The acquisition will be competed as a small business set-aside on the GSA schedule.

DETERMINATION TO SOLICIT FROM A SINGLE SOURCE
Pursuant to Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i), for purchases not exceeding the Simplified Acquisition Threshold (SAT) Contracting Officers may solicit from only one source if the circumstances of the contract action deem only one source is reasonably available (e.g., urgency, exclusive licensing agreements, brand name, or industrial mobilization).
Pursuant to FAR 13.106-1(b)(1)(ii), when a single source is identified to provide a portion of the purchase as a Brand-Name, the documentation in paragraph 3 must state that this determination is only for a portion of the requirement.
1. Agency and Contracting Activity.
U.S. Department of the Interior, Bureau of Reclamation, Denver Office
2. Name and Address of Single Source.
Brand Name: Gamry Instruments
3. Description of Supplies/Services and Estimated Cost.
Name Brand item requirement for a Gamry multichannel potentiostat system, (No Rebuilt or Grey market items shall be accepted):
- CLIN 0010 - Eight (8) Interface 1010E Potentiostat/Galvanostat/ZRA
- CLIN 0020 - One (1) Interface Power Hub (120V)
Estimate Cost: XXXX
4. Description of Circumstances, including why only one source is reasonably available.
IAW FAR 13.106-1(b)(1)(ii), The Bureau of Reclamation’s (Reclamation) Materials and
Corrosion Lab currently has four (4) Gamry potentiostats for performance testing of commercial coatings via electrochemical impedance spectroscopy (EIS) and electrochemical and corrosion tests.
Due to several ongoing projects, Reclamation’s existing potentiostats are often at capacity for
EIS measurements on coatings, resulting in extended down time and scheduling delays.
Acquiring additional Gamry potentiostats will enable Reclamation to meet their current workflow objectives and will increase their efficiency and capability on future projects.
Purchasing a potentiostats from a different manufacturer other than Gamry Instruments would presents an unacceptable risk in compatibility with the current equipment and would require additional cost in equipment, training, and logistics. Additionally, different

(11/2020) manufacture’s software to process the test data collected and analyzed results are likely to be inconsistent and in a different format than those currently received from the four (4) other
Gamry potentiostats.
To maintain critical compatibility and capabilities offered with the existing Gamry potentiates hardware and software, the new potentiostats is required to be manufactured by
Gamry instruments. This will ensure consistency a with the data collection and analysis, and provide a single source for training, maintenance, and technical support.
5. Determination of Fair and Reasonable Price.
Fair and reasonable price will be determined prior to award and made by comparing the quoted price with prices found reasonable on previous purchases and through additional market research in comparison to the independent Governments estimate.
6. Description of Market Research.
A search was conducted through AbilityOne, Agency Access, GSA, and NASA SEWP without identifying any resellers of Gamry products. A sources sought was issued through
GSA on 08/27/2024 and closed on 09/03/2024 resulting in two small business that were interested parties outside of Gamry Instruments. An RFQ will be posted on GSA as a small business set-aside requirement.
